                                  R E S O L U T I O N
    1-1        WHEREAS, The men and women who pursue careers in the field of
    1-2  law enforcement in Texas are united by their pledge to provide
    1-3  safety and protection to their fellow Texans, even though the
    1-4  fulfillment of that vital commitment often places them in harm's
    1-5  way; and
    1-6        WHEREAS, Captain Jerry R. Foster, who was a valued member of
    1-7  the Harris County Constable's Department Precinct 5, lost his life
    1-8  in the line of duty on October 22, 1993, in an automobile-related
    1-9  accident; and
   1-10        WHEREAS, A native of Houston, Captain Foster was born August
   1-11  15, 1939, and was graduated from Houston's Austin High School in
   1-12  1957; he joined the Marine Corps and, while a member of that elite
   1-13  group, served his country with distinction; and
   1-14        WHEREAS, This veteran law enforcement officer began his
   1-15  distinguished career as a Kiowa County sheriff's deputy in Oklahoma
   1-16  and later was elected chief of police in Hobart, Oklahoma; he
   1-17  returned to Texas to take a position with the Houston Police
   1-18  Department, and for nearly a decade was one of the force's premiere
   1-19  officers before moving on to the Harris County Constable's
   1-20  Department Precinct 5; and
   1-21        WHEREAS, Those who serve in the field of law enforcement are
   1-22  among the most dedicated of all public servants, for they realize
   1-23  that although their efforts may often place them in exceptional
   1-24  physical peril, that level of personal risk is necessary to ensure
    2-1  the safety of those they are sworn to protect; and
    2-2        WHEREAS, Captain Foster exemplifies the spirit of
    2-3  self-sacrifice that is at the core of every peace officer's pledge
    2-4  to provide for the public safety of everyone in the community;
    2-5  although his life has been tragically cut short, his memory will
    2-6  live on in the hearts of all who were privileged to know him; now,
    2-7  therefore, be it
    2-8        RESOLVED, That the House of Representatives of the 74th Texas
    2-9  Legislature hereby pay tribute to the life of Captain Jerry R.
   2-10  Foster and extend heartfelt sympathy to the members of his family:
   2-11  to his wife, B. J. Foster; to his son and daughter-in-law, Eric and
   2-12  Sharon Green; to his daughter and son-in-law, Deanna and Montie
   2-13  Holladay; to his brother and sister-in-law, Mike and Phyllis
   2-14  Foster; to his sister and brother-in-law, Yvonne and Leslie Hart;
   2-15  to his grandchildren, Heather, Bubba, Danny, and Dylan; to his two
   2-16  aunts; to his fellow officers; and to the many other friends and
   2-17  relatives of this exceptional man; and, be it further
   2-18        RESOLVED, That official copies of this resolution be prepared
   2-19  for the members of his family and that when the Texas House of
   2-20  Representatives adjourns this day, it do so in memory of Captain
   2-21  Jerry R. Foster.
