H.R. No. 760 R E S O L U T I O N 1-1 WHEREAS, For many decades, Victor Garcia, the current mayor 1-2 of Pharr, has dedicated his time and boundless energy toward making 1-3 his city a better place in which to live, work, and raise a family 1-4 and has distinguished himself as a member of countless civic 1-5 organizations and as a dynamic force in local government and 1-6 politics; and 1-7 WHEREAS, Born in Pharr on December 23, 1926, this exceptional 1-8 Texan was graduated from Pharr-San Juan-Alamo High School in 1944 1-9 and later earned a pharmacy degree from the University of Houston, 1-10 where he worked closely with local student groups and volunteer 1-11 associations; following his graduation from college, he was 1-12 employed by pharmacies in Raymondville, Weslaco, and San Juan 1-13 before establishing his own pharmacy in 1961; and 1-14 WHEREAS, Throughout his life, Mayor Garcia has been involved 1-15 with numerous civic and charitable organizations in his hometown, 1-16 including the Rotary Club, Lions Club, and the local baseball 1-17 league; an active member of the Amigos Del Valle, Inc., he has also 1-18 served as president of the Pharr Economic Development Corporation 1-19 board of directors; and 1-20 WHEREAS, Known to all as an individual committed to improving 1-21 the quality of life in his community, this preeminent civic leader 1-22 served as city commissioner for 10 years before winning election on 1-23 May 28, 1994, to become mayor of the city of Pharr; during his 1-24 first year as mayor, Mr. Garcia has represented the interests of 2-1 his constituency with integrity, courage, and compassion; and 2-2 WHEREAS, Despite his many professional and civic 2-3 responsibilities, Mayor Garcia above all else is a devoted member 2-4 of the community of faith at St. Jude's Catholic Church and is a 2-5 dedicated family man; he enjoys a happy and rewarding marriage with 2-6 his wife, Maria Guadalupe Reyna Garcia, and takes great pride in 2-7 the accomplishments of the couple's four children, Robert, Roel, 2-8 Hugo, and Laura; and 2-9 WHEREAS, In light of these many outstanding achievements as a 2-10 pharmacist, community leader, and politician, it is indeed fitting 2-11 that Mayor Garcia be given special legislative recognition at this 2-12 time; now, therefore, be it 2-13 RESOLVED, That the House of Representatives of the 74th Texas 2-14 Legislature hereby commend Mayor Victor Garcia for his exemplary 2-15 service to the city of Pharr and the State of Texas; and, be it 2-16 further 2-17 RESOLVED, That an official copy of this resolution be 2-18 prepared for Mayor Garcia as an expression of high regard by the 2-19 Texas House of Representatives.
