H.R. No. 778 R E S O L U T I O N 1-1 WHEREAS, The members of this chamber are proud to honor Dr. 1-2 Joann Horton, the eighth president of Texas Southern University, 1-3 for her many years of service to the academic community; and 1-4 WHEREAS, A graduate of Appalachian State University with both 1-5 a bachelor's degree and a master's degree in French, Dr. Horton 1-6 furthered her education at Ohio State University, where she earned 1-7 a doctor of philosophy degree in higher education administration; 1-8 and 1-9 WHEREAS, Her professional career in the field of education 1-10 began with her position as coordinator of curriculum development 1-11 for Olive Harvey College, an institution of the City Colleges of 1-12 Chicago system; her many responsibilities there included planning, 1-13 organizing, and providing curricular services to all academic 1-14 departments while supervising a staff of 33 employees; and 1-15 WHEREAS, She returned to Ohio State University after 1-16 accepting a challenging offer to conduct a services utilization 1-17 study for the local YWCA, and the administrative and time 1-18 management skills she learned on the job served her well in her 1-19 subsequent position as assistant commissioner for the state of 1-20 Tennessee's Department of General Services; and 1-21 WHEREAS, Yet education remained her first priority, and she 1-22 returned to the City Colleges of Chicago system in 1982 to serve 1-23 Olive Harvey College as vice president for faculty instruction and 1-24 outreach programs; highly regarded for her supervisory and planning 2-1 skills, she was asked to serve as acting provost of Kennedy King 2-2 College while the college conducted the search for a new president 2-3 and was later promoted to the position of provost at Olive Harvey 2-4 College; and 2-5 WHEREAS, This esteemed educator went on to serve the Iowa 2-6 Department of Education as the director for all the state's 2-7 community colleges, and in that role she provided outstanding 2-8 leadership in developing and implementing academic policies; and 2-9 WHEREAS, In addition, Dr. Horton has contributed her time and 2-10 expertise to several community boards and commissions; she served 2-11 for four years as commissioner-at-large for the North Central 2-12 Association of Colleges and Schools and was a fellow of Leadership 2-13 Greater Chicago, and she was a distinguished member of the Iowa 2-14 Governor's Target Alliance Executive Board; and 2-15 WHEREAS, The experience, integrity, and professionalism that 2-16 Dr. Joann Horton has brought to her position as president of Texas 2-17 Southern University will undoubtedly benefit the students and 2-18 faculty of that fine institution, and it is only fitting that the 2-19 members of this chamber recognize Dr. Horton for her exceptional 2-20 efforts in preparing our young people for the future; now, 2-21 therefore, be it 2-22 RESOLVED, That the House of Representatives of the 74th Texas 2-23 Legislature hereby honor Dr. Joann Horton for her wealth of 2-24 contributions to the academic world and extend to her warmest best 2-25 wishes for many more years of continued success; and, be it further 2-26 RESOLVED, That an official copy of this resolution be 2-27 prepared for Dr. Horton as an expression of high regard by the 3-1 Texas House of Representatives.
