By Stiles H.R. No. 811 74R12546 PAN-D R E S O L U T I O N 1-1 WHEREAS, The Texas House of Representatives is proud to honor 1-2 Judge Richard P. LeBlanc, Jr., whose myriad contributions to the 1-3 citizens of Jefferson County have immeasurably enhanced the lives 1-4 of countless Texans; and 1-5 WHEREAS, This dedicated public servant has long played an 1-6 active role in the betterment of his community throughout his 1-7 previous tenure as Jefferson County Auditor and in his current role 1-8 as Jefferson County Judge, in which capacity he has distinguished 1-9 himself with the utmost integrity for the past 18 years; and 1-10 WHEREAS, Known for his considerable leadership abilities and 1-11 forthright demeanor, Judge LeBlanc has worked diligently over the 1-12 course of the past decade to improve the economy of Jefferson 1-13 County and, in doing so, he has helped to lead the county through 1-14 some difficult economic times; and 1-15 WHEREAS, To this end, Judge LeBlanc was instrumental in 1-16 encouraging the Texas Department of Criminal Justice to locate new 1-17 correctional facilities in the county, leading the Jefferson County 1-18 Commissioners Court in presenting their proposals to the department 1-19 and securing the land needed to bring these worthy endeavors to 1-20 fruition; and 1-21 WHEREAS, Throughout his distinguished career in public 1-22 service, Judge LeBlanc has exemplified the highest standards of 1-23 excellence, dedication, and leadership; his hard work and 1-24 commitment have profoundly influenced the economy of Jefferson 2-1 County, and it is fitting that his valuable contributions be 2-2 officially memorialized for future generations; now, therefore, be 2-3 it 2-4 RESOLVED, That the House of Representatives of the 74th Texas 2-5 Legislature hereby urge the Texas Board of Criminal Justice to name 2-6 the soon-to-be-completed substance abuse treatment facility in 2-7 Jefferson County in honor of Judge Richard P. LeBlanc, Jr.
