                                  R E S O L U T I O N
    1-1        WHEREAS, Thomas L. Winter, associate professor of social work
    1-2  at Abilene Christian University, has been named president-elect of
    1-3  the Texas Association of Social Work Deans and Directors; and
    1-4        WHEREAS, TASWDD is a membership organization of the 26
    1-5  graduate and undergraduate social work programs in Texas and
    1-6  represents those programs to the Council on Social Work, the
    1-7  Association of Baccalaureate Social Work Program Directors, and the
    1-8  National Association of Social Workers; and
    1-9        WHEREAS, Due to his outstanding leadership and the teaching
   1-10  efforts he and his colleagues have so ably demonstrated, 100
   1-11  percent of the Abilene Christian University social work graduates
   1-12  passed the Texas State Board of Social Work Examiners' licensing
   1-13  exam and scored significantly above the statewide average; and
   1-14        WHEREAS, Professor Winter is a 1971 graduate of ACU and
   1-15  received a master's degree from The University of Texas at
   1-16  Arlington and is currently working on his doctorate at the
   1-17  University of Arkansas at Little Rock; and
   1-18        WHEREAS, In 1994 he completed a community study of youth and
   1-19  family attitudes in Abilene, Texas, as part of the Abilene Children
   1-20  Today project of ACT-One; and
   1-21        WHEREAS, Mr. Winter was named Outstanding Teacher of the Year
   1-22  in 1991 for ACU's College of Professional Studies; and
   1-23        WHEREAS, He has been a sought-after consultant in various
    2-1  child care and mental retardation programs throughout Texas; and
    2-2        WHEREAS, He is a member of the Academy of Social Workers and
    2-3  is certified as an Advanced Clinical Practitioner by the Texas
    2-4  Social Work Certification Board and has served as an expert
    2-5  witness; and
    2-6        WHEREAS, This outstanding college teacher has included in his
    2-7  scholarly research housing discrimination in Abilene, intercultural
    2-8  evaluation of Peace Corps programs in Ecuador, and evaluation of
    2-9  mental health and developmental disability services in an
   2-10  outpatient psychiatric facility in Fort Worth, as well as gender
   2-11  attitudes of female university students; now, therefore, be it
   2-12        RESOLVED, That the 74th Texas Legislature hereby congratulate
   2-13  Professor Winter for the many honors and academic achievements he
   2-14  has received and accomplished; and, be it further
   2-15        RESOLVED, That an official copy of this resolution be
   2-16  prepared as an expression of high regard for this esteemed educator
   2-17  by the Texas House of Representatives and that copies of this
   2-18  resolution be presented to him and his wife, Sherla, and children,
   2-19  Rachel, David, and Aaron, as well as to the Abilene Christian
   2-20  University Library.
