No. 924 74R12673 BNL-D R E S O L U T I O N 1-1 WHEREAS, Stephen Brown recently announced his retirement from 1-2 his post as San Angelo city manager, thus bringing to a close his 1-3 distinguished 25-year career in city government; and 1-4 WHEREAS, Mr. Brown stepped down from his position in May 1-5 1995, giving the city council time to hire his successor before the 1-6 beginning of the budget writing process; he has graciously agreed 1-7 to stay on as manager of special projects until September 30, 1995, 1-8 and in those months, he will strive to finish the many civic 1-9 projects he began as city manager while assisting his successor and 1-10 the city council with making a smooth administrative transition; 1-11 and 1-12 WHEREAS, A graduate of North Texas State University, this 1-13 esteemed public servant initially pursued a career in journalism 1-14 and worked as city hall reporter for the Fort Worth Press and the 1-15 San Angelo Standard-Times; the experience he gained in local 1-16 politics and city government served him well in his next position 1-17 with the Concho Valley Council of Governments, where he served as 1-18 criminal justice coordinator and publications supervisor; and 1-19 WHEREAS, After serving the City of San Angelo as an 1-20 administrative assistant for two years, Mr. Brown became assistant 1-21 city manager in 1972; highly regarded for his professionalism, 1-22 dedication, and hard work, he was appointed city manager in 1982, 1-23 and he has served the people of his community with pride and 1-24 distinction since then; and 2-1 WHEREAS, Over the past two decades, Mr. Brown's duties have 2-2 expanded considerably as the San Angelo city staff has grown from 2-3 700 employees to more than 1,000 employees, and he has handled 2-4 these transitions with exceptional skill and expertise; he also has 2-5 supervised several vital municipal projects, including the 2-6 acquisition of land for the city's airport, the annexation of land 2-7 around Lake Nasworthy, and the repair of Twin Buttes Dam; and 2-8 WHEREAS, Perhaps the most important project during his tenure 2-9 was the revitalization of the city's downtown river area through 2-10 the construction of a mercado and mall; this effort was part of the 2-11 Historic City Center Development Plan, and its success has been a 2-12 source of renewed civic pride for the residents of San Angelo and 2-13 the entire Concho Valley region; and 2-14 WHEREAS, Throughout his many endeavors, Mr. Brown has enjoyed 2-15 the love and support of his wife, Ellen Herring Brown, and their 2-16 son, Chuck Brown; in recent years, their family has grown to 2-17 include their daughter-in-law, Jenny, and a cherished young 2-18 granddaughter, Megan Rena Brown; and 2-19 WHEREAS, Stephen Brown has set a fine example of civic 2-20 leadership and community service for other Texans to follow, and 2-21 his remarkable efforts over the course of the past 25 years are 2-22 indeed worthy of highest praise and recognition; now, therefore, be 2-23 it 2-24 RESOLVED, That the House of Representatives of the 74th Texas 2-25 Legislature hereby honor Stephen Brown for his many years of 2-26 service to the San Angelo community and extend to him warmest best 2-27 wishes for continued success in all his future endeavors; and, be 3-1 it further 3-2 RESOLVED, That an official copy of this resolution be 3-3 prepared for Mr. Brown as an expression of high regard by the Texas 3-4 House of Representatives.
