H.R. No. 965 R E S O L U T I O N 1-1 WHEREAS, The Texas House of Representatives is proud to honor 1-2 former mayor Rubio Salinas for the many significant contributions 1-3 he has made to the city of Pharr; and 1-4 WHEREAS, Mr. Salinas received his early education from the 1-5 local school system and graduated with honors from Pan American 1-6 University with a bachelor's degree in speech; and 1-7 WHEREAS, A dedicated and public-spirited man, he continued 1-8 his education by earning a doctor of jurisprudence degree from 1-9 Texas Southern University School of Law and was licensed to 1-10 practice by the Supreme Court of the State of Texas; and 1-11 WHEREAS, This respected public servant began his career as an 1-12 assistant criminal district attorney for Hidalgo County in 1988, 1-13 and he quickly earned a reputation for excellence based on his hard 1-14 work, professionalism, and dedication; and 1-15 WHEREAS, Well versed in local government issues, he ran for 1-16 and won election as mayor of the city of Pharr in 1990 and served 1-17 his fellow citizens with integrity and distinction for four years; 1-18 deeply committed to public service, he returned to work with the 1-19 Hidalgo County district attorney's office in 1994, as chief of the 1-20 office's civil section; and 1-21 WHEREAS, Highly regarded throughout his chosen field, 1-22 Mr. Salinas positively affects a host of issues vital to the legal 1-23 profession as an esteemed member of several professional 1-24 organizations, including the National Bar Association, the State 2-1 Bar of Texas, the Hidalgo County Bar Association, and the Texas 2-2 District and County Attorney's Association; he is also an honor 2-3 member of Phi Delta Phi International Legal Fraternity; and 2-4 WHEREAS, Throughout his many endeavors, he has enjoyed the 2-5 love and support of his gracious wife, Sandra Gonzalez Salinas, and 2-6 the couple's daughter, Sophia Alesandra Salinas; and 2-7 WHEREAS, Mr. Salinas is a man of immense vision and energy 2-8 who has worked tirelessly for the betterment of the Pharr community 2-9 throughout his years of public service, and it is most fitting that 2-10 he receive special legislative recognition for his exemplary 2-11 service; now, therefore, be it 2-12 RESOLVED, That the House of Representatives of the 74th Texas 2-13 Legislature hereby honor former mayor Rubio Salinas for the many 2-14 outstanding contributions he has made to the city of Pharr and wish 2-15 him continued success in all his future endeavors; and, be it 2-16 further 2-17 RESOLVED, That an official copy of this resolution be 2-18 prepared for Mr. Salinas as an expression of high regard by the 2-19 Texas House of Representatives.
