H.R. No. 967 R E S O L U T I O N 1-1 WHEREAS, Both as a private citizen and as a former mayor of 1-2 Pharr, Quentin Newcombe, Jr., has contributed greatly to his 1-3 community and to the State of Texas; and 1-4 WHEREAS, A graduate of the University of Houston with a 1-5 bachelor's degree in pharmacy, Mr. Newcombe furthered his education 1-6 with graduate studies in pharmaceutical chemistry at the University 1-7 of Minnesota; he then used this knowledge to serve his country as a 1-8 member of the U.S. Air Force Medical Service Corps, and he advanced 1-9 to the rank of captain before earning a honorable discharge in 1-10 1973; and 1-11 WHEREAS, He and his wife Louise, who also is a pharmacist, 1-12 are the co-owners and proprietors of Newcombe Pharmacy, Inc., and 1-13 Mr. Newcombe has continued to serve his profession as an esteemed 1-14 member of both the Rio Grande Valley and the American 1-15 pharmaceutical associations, the Southern Pharmaceutical 1-16 Conference, and the Texas Pharmaceutical Association, which honored 1-17 him as "Pharmacist of the Year" in recognition of his many years of 1-18 devoted service; and 1-19 WHEREAS, In addition, he has been named an Outstanding 1-20 Alumnus of the University of Houston College of Pharmacy and has 1-21 received the University of Houston Bristol Award and the Drug 1-22 Travelers Association of Texas "King of Courtesy" award; and 1-23 WHEREAS, Despite the demands of his professional career, 1-24 Mr. Newcombe has an outstanding record of community service that 2-1 spans more than two decades; an active supporter of the Boy Scouts, 2-2 the First Baptist Church of Pharr, and the rotary club, he also 2-3 serves his friends and neighbors in the community as a member of 2-4 the Pharr Citizens League, the chamber of commerce, the Economic 2-5 Development Council, and the Hidalgo County Regional Airport Board; 2-6 and 2-7 WHEREAS, Mr. Newcombe has used his extensive knowledge and 2-8 expertise as a pharmacist to lead the community's fight against 2-9 drug abuse as well, and in addition to serving as director of the 2-10 McAllen Methadone Clinic, he has advanced drug education and 2-11 awareness efforts by speaking to numerous civic groups and local 2-12 organizations; and 2-13 WHEREAS, Highly regarded for his tireless public service, 2-14 Mr. Newcombe was elected to the post of city commissioner in 1972 2-15 and served the citizens of Pharr with integrity and distinction for 2-16 six years before winning election as mayor in 1978; and 2-17 WHEREAS, Quentin Newcombe, Jr., has set a fine example of 2-18 civic leadership and community service for other Texans to follow, 2-19 and his remarkable efforts over the past 20 years are indeed worthy 2-20 of highest praise and recognition; now, therefore, be it 2-21 RESOLVED, That the House of Representatives of the 74th Texas 2-22 Legislature hereby commend the Honorable Quentin Newcombe, Jr., for 2-23 his many contributions to the city of Pharr and extend to him 2-24 warmest best wishes for continued success and happiness; and, be it 2-25 further 2-26 RESOLVED, That an official copy of this resolution be 2-27 prepared for Mr. Newcombe as an expression of high regard by the 3-1 Texas House of Representatives.
