                                  R E S O L U T I O N
    1-1        WHEREAS, The passing of Malcolm Bruce McNeil on April 5,
    1-2  1995, at the age of 46, has brought a great loss to the many
    1-3  friends and relatives of this distinguished Texan; and
    1-4        WHEREAS, A stalwart worker for the Democratic Party,
    1-5  Mr. McNeil became interested in politics at an early age, and as a
    1-6  sixth grade student, he compiled a notebook on John F.  Kennedy's
    1-7  presidential race with the help of his sister, Margaret; and
    1-8        WHEREAS, Mr. McNeil maintained his abiding interest in
    1-9  politics as an adult, and he was active in Young Democrats at The
   1-10  University of Texas and at Emory University; he continued his
   1-11  involvement after graduation as a valued member of Harris County
   1-12  Democrats in Houston; and
   1-13        WHEREAS, A dedicated and tireless professional, he worked to
   1-14  positively affect a wide array of issues vital to Houstonians as
   1-15  both a legislative aide and an administrative assistant to our
   1-16  colleague, Representative Al Edwards; and
   1-17        WHEREAS, Deeply committed to the local political process as
   1-18  well, Mr. McNeil capably served as director of Houston Mayor Kathy
   1-19  Whitmire's political office and as manager of Felix Fraga's
   1-20  campaign for Houston City Council, and he went on to serve the
   1-21  citizens of his community as a senior research assistant in
   1-22  Councilman Fraga's office upon the councilman's election; and
   1-23        WHEREAS, In addition, this remarkable gentleman marshaled his
   1-24  boundless energy to help ensure fair and efficient elections as
    2-1  judge of Precinct 211; and
    2-2        WHEREAS, Throughout his lifetime, Mr. McNeil worked
    2-3  tirelessly to better the conditions of those less fortunate in the
    2-4  Houston community, and though his presence will be deeply missed,
    2-5  his memory will endure in the hearts and minds of the many people
    2-6  whose lives he touched; now, therefore, be it
    2-7        RESOLVED, That the House of Representatives of the 74th Texas
    2-8  Legislature hereby pay tribute to the life of Malcolm Bruce McNeil
    2-9  and extend sincere sympathy to the members of his family: to his
   2-10  mother, Evelyn Sims McNeil; to his four sisters and brother-in-law,
   2-11  Laura Burns and John Koefen, Margaret McNeil, Martha Hamilton, and
   2-12  J. E. McNeil; to his three nephews, Bruce Burns, Edward Burns, and
   2-13  Russell Ricks-McNeil; to his niece, Sarah Hamilton; and to his many
   2-14  other friends and relatives; and, be it further
   2-15        RESOLVED, That an official copy of this resolution be
   2-16  prepared for the members of his family and that when the Texas
   2-17  House of Representatives adjourns this day, it do so in memory of
   2-18  Malcolm Bruce McNeil.
