                                  R E S O L U T I O N
    1-1        WHEREAS, For more than 50 years, El Paso resident Tom Diamond
    1-2  has dedicated himself to making his community, state, and nation
    1-3  better places in which to live, work, and raise a family; and
    1-4        WHEREAS, Born March 28, 1923, in Long Beach, California,
    1-5  Mr. Diamond attended Dorsey High School before enrolling at the
    1-6  University of California at Los Angeles in 1942; during December of
    1-7  that same year, this patriotic individual answered his nation's
    1-8  call to arms, putting his college career on hold to enlist in the
    1-9  United States Army; and
   1-10        WHEREAS, During World War II, Mr. Diamond was stationed in
   1-11  Australia, New Guinea, and the Philippines and was promoted to the
   1-12  rank of artillery captain by the time he was discharged from
   1-13  service in May 1946; four years later, his country recalled him to
   1-14  duty, and he served as an instructor for the Guided Missile School
   1-15  at Fort Bliss until 1952; and
   1-16        WHEREAS, On his return to civilian life, this outstanding
   1-17  American received a civil engineering degree from Stanford
   1-18  University in 1949 and later received a scholarship to attend law
   1-19  school at Baylor University, where he served as editor of the
   1-20  Baylor Law Review and graduated with honors in 1957; and
   1-21        WHEREAS, Over the course of his long and illustrious career,
   1-22  Mr. Diamond has won the respect of his colleagues in both the
   1-23  engineering and legal professions; a registered professional
   1-24  engineer and a licensed attorney, this exceptional man worked for
    2-1  many years as an engineer with the Texas Highway Department before
    2-2  turning his attention to his private law practice in El Paso and to
    2-3  his family ranching business in New Mexico; and
    2-4        WHEREAS, Mr. Diamond is an esteemed citizen of El Paso who
    2-5  has worked closely with a number of civic organizations, including
    2-6  the city's airport board, public transportation board, chamber of
    2-7  commerce, public service board, and the El Paso Heritage Foundation
    2-8  board; a former member of the Americana Museum and a driving force
    2-9  behind the creation of the El Paso Community College, he has been
   2-10  honored with the City of El Paso's Conquistador Award, and as
   2-11  chairman of the El Paso County Democratic Party, he salvaged that
   2-12  organization from destruction on two occasions; and
   2-13        WHEREAS, This extraordinary gentleman has made many
   2-14  contributions to the State of Texas that will truly stand the test
   2-15  of time; not only has he directed the Woodrow Bean Trans-Mountain
   2-16  Highway project and the Guadalupe National Park recognition
   2-17  project, but he also was responsible for winning federal
   2-18  recognition for the Tigua Indian Tribe of Texas; and
   2-19        WHEREAS, Most significantly, he used his considerable
   2-20  experience both as a condemnation lawyer and as a civil engineer in
   2-21  his work on the Chamizal Treaty, which set the current border
   2-22  between El Paso County and Mexico; he coordinated the 1964 meeting
   2-23  between President Lyndon B. Johnson and Mexican President Adolfo
   2-24  Lopez Mateos, enabling the leaders to put an end to the
   2-25  decades-long border dispute; and
   2-26        WHEREAS, Despite his professional and civic pursuits,
   2-27  Mr. Diamond remains above all else a dedicated family man who
    3-1  enjoys a richly rewarding marriage with his wife, the former
    3-2  Carolyn Culbertson, and who takes great pride in the achievements
    3-3  of his son, Jack; and
    3-4        WHEREAS, In light of his exemplary accomplishments, it is
    3-5  indeed fitting that Tom Diamond be given special legislative
    3-6  recognition and praise for his remarkable efforts; now, therefore,
    3-7  be it
    3-8        RESOLVED, That the House of Representatives of the 74th Texas
    3-9  Legislature hereby commend Tom Diamond for his many outstanding
   3-10  contributions to the city of El Paso and the State of Texas and
   3-11  extend to him warmest best wishes for continued happiness and
   3-12  success in his future endeavors; and, be it further
   3-13        RESOLVED, That an official copy of this resolution be
   3-14  prepared for Mr. Diamond as an expression of highest regard by the
   3-15  Texas House of Representatives.
