                                  R E S O L U T I O N
    1-1        WHEREAS, Mary Boyd, executive director of the Texas Advisory
    1-2  Commission on State Emergency Communications, has been selected as
    1-3  the recipient of the International Disaster Recovery Association's
    1-4  1995 Achievement Award; and
    1-5        WHEREAS, This prestigious honor recognizes Ms. Boyd's 18
    1-6  years of outstanding work in the fields of emergency communications
    1-7  and public safety; a public administration graduate of St. Edward's
    1-8  University in Austin, this fine Texan is a nationally respected
    1-9  expert on emergency communications systems and has helped to bring
   1-10  9-1-1 service to nearly 99 percent of Texas communities and to make
   1-11  our state a leader in TDD accessibility and poison control
   1-12  networking; and
   1-13        WHEREAS, The chairperson of the National Association of State
   1-14  9-1-1 Administrators, Ms. Boyd has served as president of the
   1-15  National Emergency Number Association and as co-chair of the
   1-16  National Joint Experts Meeting to establish standards for wireless
   1-17  access to 9-1-1 systems; she is also an active member of the Texas
   1-18  Emergency Number Association, Associated Public Safety
   1-19  Communications Officers, and Executive Women in Texas Government;
   1-20  and
   1-21        WHEREAS, This dedicated public servant has served as a
   1-22  moderator and panelist in state and national workshops and is the
   1-23  co-author of countless publications on emergency communications
   1-24  systems; in addition, Ms. Boyd has served as a member of the
    2-1  Network Reliability Council 9-1-1 Focus Group, an important panel
    2-2  created by the Federal Communications Commission, and chaired the
    2-3  group's data base and user administration committee; and
    2-4        WHEREAS, Ms. Boyd's unwavering devotion to the field of
    2-5  disaster and emergency communications has helped make her state and
    2-6  nation safer and more secure places in which to work, live, and
    2-7  raise a family, and it is indeed appropriate that she be given
    2-8  special legislative recognition at this time; now, therefore, be it
    2-9        RESOLVED, That the House of Representatives of the 74th Texas
   2-10  Legislature hereby congratulate Mary A. Boyd on her receipt of the
   2-11  International Disaster Recovery Association's 1995 Achievement
   2-12  Award; and, be it further
   2-13        RESOLVED, That an official copy of this resolution be
   2-14  prepared for Ms. Boyd as an expression of gratitude and high regard
   2-15  by the Texas House of Representatives.
