                                  R E S O L U T I O N
    1-1        WHEREAS, The Rio Grande State Center in Harlingen served as
    1-2  the Texas Department of Mental Health and Mental Retardation
    1-3  (TDMHMR) authority for Cameron County from 1962 to 1982; and
    1-4        WHEREAS, In 1982, the Tropical Texas Center for Mental Health
    1-5  and Mental Retardation, an independent contractor providing mental
    1-6  health and mental retardation services in the area, pursued and won
    1-7  the contract to become the local MHMR authority; and
    1-8        WHEREAS, The recidivism rate for the Rio Grande State Center
    1-9  in Cameron County is currently at 60 percent, and there is reason
   1-10  to believe that this high rate is due to the lack of continuity of
   1-11  care between the Tropical Texas Center and the Rio Grande State
   1-12  Center; now, therefore, be it
   1-13        RESOLVED, That the House of Representatives of the 74th Texas
   1-14  Legislature hereby direct the commissioner of the Texas Department
   1-15  of Mental Health and Mental Retardation, the state auditor, and the
   1-16  comptroller of public accounts to conduct a feasibility study to
   1-17  determine the best governance and administrative structure to
   1-18  enhance client care for mental health and mental retardation
   1-19  services in the catchment areas of the Rio Grande State Center and
   1-20  the Tropical Texas Center for Mental Health and Mental Retardation;
   1-21  and, be it further
   1-22        RESOLVED, That the commissioner of TDMHMR, the state auditor,
   1-23  and the comptroller of public accounts make a full report,
   1-24  including findings and recommendations, to the 75th Texas
    2-1  Legislature when it convenes in January 1997; and, be it further
    2-2        RESOLVED, That the secretary of state forward official copies
    2-3  of this resolution to the commissioner of the Texas Department of
    2-4  Mental Health and Mental Retardation, the state auditor, and the
    2-5  comptroller of public accounts.
