                                  R E S O L U T I O N
    1-1        WHEREAS, District Judge Edward S. Marquez has served the
    1-2  citizens of El Paso with honor and distinction for more than 20
    1-3  years, and his dedicated efforts in their behalf are indeed worthy
    1-4  of special praise and recognition; and
    1-5        WHEREAS, A tireless and vocal advocate for children in need,
    1-6  this exceptional jurist has presided over all child abuse and
    1-7  neglect proceedings brought by the Texas Department of Human
    1-8  Services in his community, and in the course of his years on the
    1-9  bench, he has continuously worked to reform judicial proceedings so
   1-10  that they are more responsive to the needs of children; and
   1-11        WHEREAS, Recognizing that the roots of abuse and neglect
   1-12  originate outside the courtroom, Judge Marquez has addressed civic
   1-13  groups, legislative panels, and investigators about the need to
   1-14  improve community responses to child abuse, and he has supported
   1-15  extensive training for foster parents and others who work with
   1-16  abused children; his abiding concern for the children of his
   1-17  community eventually led Judge Marquez to convene a Court of
   1-18  Inquiry to examine the issue of state funding to the City of El
   1-19  Paso, and his efforts to address this critical issue won him the
   1-20  respect and admiration of his fellow citizens; and
   1-21        WHEREAS, Judge Marquez has been honored many times for his
   1-22  selfless contributions to the health and welfare of our state's
   1-23  youngest, most vulnerable citizens, and it is indeed appropriate
   1-24  that the members of this chamber join in commending him for his
    2-1  devoted service; now, therefore, be it
    2-2        RESOLVED, That the House of Representatives of the 74th Texas
    2-3  Legislature hereby honor Judge Edward S. Marquez for his many years
    2-4  of outstanding service to the people of El Paso and extend to him
    2-5  warmest best wishes for continued success and happiness; and, be it
    2-6  further
    2-7        RESOLVED, That an official copy of this resolution be
    2-8  prepared for Judge Marquez as an expression of high regard by the
    2-9  Texas House of Representatives.
