H.R. No. 1178
                                  R E S O L U T I O N
    1-1        BE IT RESOLVED by the House of Representatives of the State
    1-2  of Texas, 74th Legislature, Regular Session, 1995, That House Rule
    1-3  13, Section 9(a), be suspended in part as provided by House Rule
    1-4  13, Section 9(f), to enable the conference committee appointed to
    1-5  resolve the differences on House Bill No. 2027 to consider and take
    1-6  action on the following matter:
    1-7        (1)  House Rule 13, Section 9(a)(4), is suspended to permit
    1-8  the committee to add text to read as follows:
    1-9  If any provision of this Act or its application to any person or
   1-10  circumstance is held invalid, the invalidity does not affect other
   1-11  provisions or applications of this Act that can be given effect
   1-12  without the invalid provision or application, and to this end the
   1-13  provisions of this Act are declared to be severable.
   1-14        Explanation:  This change is necessary to clarify that the
   1-15  provisions of this Act are severable.
   1-16        (2)  House Rule 13, Sections 9(a)(1) and (2), are suspended
   1-17  to permit the committee to omit text and to change text.
   1-18        The omitted text reads as follows:
   1-19        This Act takes effect September 1, 1995.
   1-20        The changed text reads as follows:
   1-21        The importance of this legislation and the crowded condition
   1-22  of the calendars in both houses create an emergency and an
   1-23  imperative public necessity that the constitutional rule requiring
   1-24  bills to be read on three several days in each house be suspended,
    2-1  and this rule is hereby suspended, and that this Act take effect
    2-2  and be in force from and after its passage, and it is so enacted.
    2-3        Explanation:  This change is necessary to clarify that this
    2-4  Act takes effect immediately.
