H.R. No. 1247 R E S O L U T I O N 1-1 WHEREAS, Robert I. Kelly is, and has been for more years than 1-2 we care to remember, the parliamentarian of the Texas House of 1-3 Representatives, and he rose to this position of respect, trust, 1-4 and esteem through tenacity, hard work, and whatever else it took; 1-5 and 1-6 WHEREAS, Bob is widely known as a quiet, mild-mannered, and 1-7 respectful advisor of speakers, lieutenant governors, and members 1-8 of the legislature, who only yells and curses at them when they 1-9 really need it; and 1-10 WHEREAS, His years of legislative service have been hard on 1-11 Bob, turning his hair prematurely grey, and the stress of his job 1-12 also has prevented him from attaining his long-held desire to quit 1-13 smoking; and 1-14 WHEREAS, Bob wears more than one hat, also serving as 1-15 executive director of the Texas Legislative Council in a role that 1-16 has placed more employees under his direct supervision than any 1-17 other legislative agency head, a fact which may in part account for 1-18 his desire to take control of all state buildings between 11th 1-19 Street and The University of Texas campus; and 1-20 WHEREAS, Even when away from the demands of his position, Bob 1-21 practices his legislative and management skills constantly by 1-22 killing birds of all varieties and other innocent animals as time 1-23 and circumstances permit; and 1-24 WHEREAS, One is no more likely to beat Bob at his knowledge 2-1 and application of the house rules than they are to beat him at 2-2 golf, though many have been able to tee him off over the course of 2-3 his daily rounds; now, therefore, be it 2-4 RESOLVED, That the House of Representatives of the 74th Texas 2-5 Legislature hereby extend its heartfelt affection and appreciation 2-6 to Robert I. "Bob" Kelly for his outstanding service to the members 2-7 of this chamber as house parliamentarian, counselor, advisor, and 2-8 strategist during the 74th Legislative Session; and, be it further 2-9 RESOLVED, That an official copy of this resolution be 2-10 prepared for the esteemed parliamentarian of the house as an 2-11 expression of highest regard by his colleagues in the Texas House 2-12 of Representatives.
