                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the State Conservatorship Board.
    1-2        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-3        SECTION 1.  Subsection (c), Section 2104.011, Government
    1-4  Code, is amended to read as follows:
    1-5        (c)  A public officer is eligible <ineligible> to serve on
    1-6  the board.
    1-7        SECTION 2.  Section 2104.013, Government Code, is amended to
    1-8  read as follows:
    1-9        Sec. 2104.013.  Compensation; Expenses.  (a)  A board member
   1-10  may not receive compensation but is entitled to reimbursement for
   1-11  actual and necessary expenses incurred in the performance of
   1-12  official duties.  A limit provided by appropriation on the amount
   1-13  of reimbursement that members of state boards and commissions may
   1-14  generally receive does not apply to reimbursement of members of the
   1-15  State Conservatorship Board.
   1-16        (b)  If funds for the purpose of this chapter are not
   1-17  appropriated to the board, the expenses of the board shall be paid
   1-18  from funds appropriated to the agency under conservatorship.
   1-19        SECTION 3.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
   1-24  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
