By Moncrief S.B. No. 160 74R3118 CAS-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to requiring instruction in violence prevention and 1-3 conflict resolution procedures in public schools. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Subchapter D, Chapter 21, Education Code, is 1-6 amended by adding Section 21.104 to read as follows: 1-7 Sec. 21.104. VIOLENCE PREVENTION AND CONFLICT RESOLUTION 1-8 EDUCATION. (a) A school district shall provide instruction in 1-9 violence prevention and conflict resolution for grades 1 through 1-10 12. 1-11 (b) The Central Education Agency shall: 1-12 (1) adopt rules specifying information that must be 1-13 included in a district's violence prevention and conflict 1-14 resolution program; 1-15 (2) develop multiple sample curricula that may be used 1-16 by a district to comply with Subsection (a); and 1-17 (3) provide assistance to districts in training 1-18 district employees to instruct students in violence prevention and 1-19 conflict resolution. 1-20 (c) The specific curricula to be used by a district under 1-21 this section shall be determined by the district's administration 1-22 and faculty and must contain the information required by the agency 1-23 under Subsection (b)(1). 1-24 SECTION 2. Section 21.104, Education Code, as added by this 2-1 Act, applies beginning with the 1996-1997 school year. 2-2 SECTION 3. The importance of this legislation and the 2-3 crowded condition of the calendars in both houses create an 2-4 emergency and an imperative public necessity that the 2-5 constitutional rule requiring bills to be read on three several 2-6 days in each house be suspended, and this rule is hereby suspended, 2-7 and that this Act take effect and be in force from and after its 2-8 passage, and it is so enacted.
