                                        AN ACT
    1-1  relating to the use of violence prevention and conflict resolution
    1-2  training and education in juvenile probation and in children's
    1-3  correctional facilities.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter C, Chapter 141, Human Resources Code,
    1-6  is amended by adding Section 141.0431 to read as follows:
    1-7        Sec. 141.0431.  VIOLENCE PREVENTION AND CONFLICT RESOLUTION
    1-8  TRAINING.  The commission shall:
    1-9              (1)  provide training on request to juvenile probation
   1-10  departments and juvenile boards in violence prevention and conflict
   1-11  resolution programs that include discussion of domestic violence
   1-12  and child abuse issues; and
   1-13              (2)  encourage the inclusion of a violence prevention
   1-14  and conflict resolution program as a condition of probation.
   1-15        SECTION 2.  Subchapter C, Chapter 61, Human Resources Code,
   1-16  is amended by adding Section 61.047 to read as follows:
   1-17        Sec. 61.047.  VIOLENCE PREVENTION AND CONFLICT RESOLUTION
   1-18  EDUCATION.  The commission shall provide education in violence
   1-19  prevention and conflict resolution that includes discussion of
   1-20  domestic violence and child abuse issues to all children in its
   1-21  custody.
   1-22        SECTION 3.  This Act takes effect January 1, 1996.
   1-23        SECTION 4.  The importance of this legislation and the
   1-24  crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended.
