No. 243 A BILL TO BE ENTITLED AN ACT 1-1 relating to educating juveniles under the custody of the Texas 1-2 Youth Commission in violence prevention and conflict resolution. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. Subchapter C, Chapter 61, Human Resources Code, 1-5 is amended by adding Section 61.047 to read as follows: 1-6 Sec. 61.047. VIOLENCE PREVENTION AND CONFLICT RESOLUTION 1-7 EDUCATION. The commission shall provide education in violence 1-8 prevention and conflict resolution that includes discussion of 1-9 domestic violence and child abuse issues to all children in its 1-10 custody. 1-11 SECTION 2. This Act takes effect January 1, 1996. 1-12 SECTION 3. The importance of this legislation and the 1-13 crowded condition of the calendars in both houses create an 1-14 emergency and an imperative public necessity that the 1-15 constitutional rule requiring bills to be read on three several 1-16 days in each house be suspended, and this rule is hereby suspended.
