    1-6                         A BILL TO BE ENTITLED
    1-7                                AN ACT
    1-8  relating to conforming the Harris County Road Law to the open
    1-9  meetings law and other statutes applicable to meetings of
   1-10  commissioners courts.
   1-11        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-12        SECTION 1.  Section 7, Chapter 17, Special Laws, Acts of the
   1-13  33rd Legislature, Regular Session, 1913 (Harris County Road Law),
   1-14  is amended to read as follows:
   1-15        Sec. 7.  Meetings of the <The> commissioners' court of Harris
   1-16  county shall be in accordance with the open meetings law, Chapter
   1-17  551, Government Code, and any other provision of law <meet at the
   1-18  court house of Harris county at 10 o'clock a.m. each Monday, or on
   1-19  such regular day of the week as the court may fix in its rules, as
   1-20  provided in Section 2, and may remain in session until the business
   1-21  before the court is transacted.  This provision is cumulative of
   1-22  all other laws> governing the convening of the commissioners'
   1-23  court<, and no notice of such weekly meetings shall be necessary>.
    2-1        SECTION 2.  The importance of this legislation and the
    2-2  crowded condition of the calendars in both houses create an
    2-3  emergency and an imperative public necessity that the
    2-4  constitutional rule requiring bills to be read on three several
    2-5  days in each house be suspended, and this rule is hereby suspended.
