                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the appointment and terms of office of the directors of
    1-3  the Gulf Coast Water Authority.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 5, Chapter 712, Acts of the 59th
    1-6  Legislature, Regular Session, 1965 (Article 8280-339, Vernon's
    1-7  Texas Civil Statutes), is amended to read as follows:
    1-8        Sec. 5.  (a)  The management and control of the District is
    1-9  hereby vested in a Board of seven (7) directors.  The directors
   1-10  shall represent the geographic and ethnic diversity of the county.
   1-11        (b)  Vacancies on the Board of Directors, whether by death,
   1-12  resignation or termination of the term of office, shall be filled
   1-13  by appointment by the Commissioners Court of Galveston County.  All
   1-14  terms of office shall be for a period of two (2) years expiring
   1-15  September 1 of the appropriate year.  Terms shall be staggered so
   1-16  that the terms of three (3) directors expire one year and the terms
   1-17  of four (4) directors expire the next year.  Three (3) of the
   1-18  members appointed by the Commissioners Court shall be registered
   1-19  professional engineers under the laws of Texas.
   1-20        (c)  The Commissioners Court of Galveston County shall
   1-21  appoint:
   1-22              (1)  two directors on its own initiative, one for a
   1-23  term expiring in an even-numbered year and one for a term expiring
   1-24  in an odd-numbered year;
    2-1              (2)  two directors on the written recommendation of the
    2-2  District's Industrial Division Operating Advisory Committee, one
    2-3  for a term expiring in an even-numbered year and one for a term
    2-4  expiring in an odd-numbered year;
    2-5              (3)  two directors, including a representative of the
    2-6  City of League City, on the written recommendation of the
    2-7  District's Mainland Division Operating Advisory Committee, one for
    2-8  a term expiring in an even-numbered year and one for a term
    2-9  expiring in an odd-numbered year; and
   2-10              (4)  one director on the recommendation of the City of
   2-11  Galveston city council.
   2-12        (d)  The Commissioners Court of Galveston County may reject a
   2-13  recommendation of the Industrial Division or Mainland Division
   2-14  Operating Advisory Committee.
   2-15        (e)  The District from time to time shall certify to the
   2-16  District the names of the members of the Industrial Division or
   2-17  Mainland Division Operating Advisory Committee.
   2-18        SECTION 2.  Section 5(a), Chapter 712, Acts of the 59th
   2-19  Legislature, Regular Session, 1965 (Article 8280-339, Vernon's
   2-20  Texas Civil Statutes), as added by Chapter 399, Acts of the 61st
   2-21  Legislature, Regular Session, 1969, is repealed.
   2-22        SECTION 3.  The importance of this legislation and the
   2-23  crowded condition of the calendars in both houses create an
   2-24  emergency and an imperative public necessity that the
   2-25  constitutional rule requiring bills to be read on three several
   2-26  days in each house be suspended, and this rule is hereby suspended,
   2-27  and that this Act take effect and be in force from and after its
    3-1  passage, and it is so enacted.
