    1-7                         A BILL TO BE ENTITLED
    1-8                                AN ACT
    1-9  relating to the review and continuation of certain state agencies
   1-10  subject to the Texas Sunset Act.
   1-11        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-12                       ARTICLE 1.  1997 AGENCIES
   1-13        SECTION 1.01.  Section 461.004, Health and Safety Code, is
   1-14  amended to read as follows:
   1-15        Sec. 461.004.  Application of Sunset Act.  The Texas
   1-16  Commission on Alcohol and Drug Abuse is subject to Chapter 325,
   1-17  Government Code (Texas Sunset Act).  Unless continued in existence
   1-18  as provided by that chapter, the commission is abolished and this
   1-19  chapter expires September 1, 1997 <1999>.
   1-20        SECTION 1.02.  Section 141.012, Human Resources Code, is
   1-21  amended to read as follows:
   1-22        Sec. 141.012.  Sunset Provision.  The Texas Juvenile
   1-23  Probation Commission is subject to Chapter 325, Government Code
   1-24  (Texas Sunset Act).  Unless continued in existence as provided by
   1-25  that chapter, the commission is abolished and this chapter expires
   1-26  September 1, 1997 <1999>.
   1-27        SECTION 1.03.  Section 8, Article 4413(503), Revised
   1-28  Statutes, is amended to read as follows:
   1-29        Sec. 8.  Sunset Provision.  The Department of Protective and
   1-30  Regulatory Services is subject to Chapter 325, Government Code
   1-31  (Texas Sunset Act).  Unless continued in existence as provided by
   1-32  that chapter, the department is abolished and this article expires
   1-33  September 1, 1997 <1999>.
   1-34        SECTION 1.04.  Section 61.020, Human Resources Code, is
   1-35  amended to read as follows:
   1-36        Sec. 61.020.  Sunset Provision.  The Texas Youth Commission
   1-37  is subject to Chapter 325, Government Code (Texas Sunset Act).
   1-38  Unless continued in existence as provided by that chapter, the
   1-39  commission is abolished and this chapter expires September 1, 1997
   1-40  <1999>.
   1-41                       ARTICLE 2. 1999 AGENCIES
   1-42        SECTION 2.01.  Section 413.003, Government Code, is amended
   1-43  to read as follows:
   1-44        Sec. 413.003.  Sunset Provision.  The Criminal Justice Policy
   1-45  Council is subject to Chapter 325 (Texas Sunset Act).  Unless
   1-46  continued in existence as provided by that chapter, the council is
   1-47  abolished September 1, 1999 <1997>.
   1-48        SECTION 2.02.  Section 492.012, Government Code, is amended
   1-49  to read as follows:
   1-50        Sec. 492.012.  Sunset Provision.  The Texas Board of Criminal
   1-51  Justice and the Texas Department of Criminal Justice are subject to
   1-52  Chapter 325 (Texas Sunset Act).  Unless continued in existence as
   1-53  provided by that chapter, the board and the department are
   1-54  abolished September 1, 1999 <1997>.
   1-55        SECTION 2.03.  Subchapter B, Chapter 771, Health and Safety
   1-56  Code, is amended by adding Section 771.032 to read as follows:
   1-57        Sec. 771.032.  APPLICATION OF SUNSET ACT.  The Advisory
   1-58  Commission on State Emergency Communications is subject to Chapter
   1-59  325, Government Code (Texas Sunset Act).  Unless continued in
   1-60  existence as provided by that chapter, the advisory commission is
   1-61  abolished and this chapter expires September 1, 1999.
   1-62        SECTION 2.04.  Section 14, Chapter 462, Acts of the 68th
   1-63  Legislature, Regular Session, 1983 (Article 4413(51), Vernon's
   1-64  Texas Civil Statutes), is amended to read as follows:
   1-65        Sec. 14.  Application of Sunset Act.  The Council on Sex
   1-66  Offender Treatment <council> is subject to Chapter 325, Government
   1-67  Code (Texas Sunset Act).  Unless continued in existence as provided
   1-68  by that chapter, the council is abolished and this Act expires
    2-1  September 1, 1999 <1997>.
    2-2        SECTION 2.05.  Subsection (a), Section 434.002, Government
    2-3  Code, is amended to read as follows:
    2-4        (a)  The Texas Veterans Commission is subject to Chapter 325
    2-5  (Texas Sunset Act).  Unless continued in existence as provided by
    2-6  that chapter, the commission is abolished September 1, 1999 <1997>.
    2-7        SECTION 2.06.  Section 161.0111, Natural Resources Code, is
    2-8  amended to read as follows:
    2-9        Sec. 161.0111.  Sunset Provision.  The Veterans' Land Board
   2-10  is subject to review under Chapter 325, Government Code (Texas
   2-11  Sunset Act), but is not abolished under that chapter.  The board
   2-12  shall be reviewed during the period in which state agencies
   2-13  abolished in 1999 <1997> and every 12th year after 1999 <1997> are
   2-14  reviewed.
   2-15        SECTION 2.07.  Section 2108.007, Government Code, is amended
   2-16  to read as follows:
   2-17        Sec. 2108.007.  Application of Sunset Act.  The Texas
   2-18  Incentive and Productivity Commission is subject to Chapter 325
   2-19  (Texas Sunset Act).  Unless continued in existence as provided by
   2-20  that chapter, the commission is abolished and this chapter expires
   2-21  September 1, 1999 <2001>.
   2-22                 ARTICLE 3.  EFFECTIVE DATE; EMERGENCY
   2-23        SECTION 3.01.  This Act takes effect September 1, 1995.
   2-24        SECTION 3.02.  The importance of this legislation and the
   2-25  crowded condition of the calendars in both houses create an
   2-26  emergency and an imperative public necessity that the
   2-27  constitutional rule requiring bills to be read on three several
   2-28  days in each house be suspended, and this rule is hereby suspended.
