                                        AN ACT
    1-1  relating to the licensing of graduates of foreign or nonaccredited
    1-2  dental schools to practice dentistry.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 2, Article 4545a, Revised Statutes, as
    1-5  added by Chapter 2 (S.B. No. 18), Acts of the 74th Legislature,
    1-6  Regular Session, 1995, is amended by adding Subsection (c) to read
    1-7  as follows:
    1-8        (c)  An applicant for a license to practice dentistry
    1-9  applying under this section who fails the qualifying clinical
   1-10  examination required by the Board under its rules three times shall
   1-11  be required to attend a two-year program at a dental school
   1-12  accredited by the Commission on Dental Accreditation of the
   1-13  American Dental Association.  The Board shall review two-year
   1-14  programs offered to fulfill the requirements of this subsection for
   1-15  educational sufficiency.
   1-16        SECTION 2.  Any rule or regulation relating to the
   1-17  procedures, fees, and requirements for licensing graduates of
   1-18  foreign or nonaccredited dental schools to practice dentistry in
   1-19  Texas adopted under Section 2, Article 4544, Revised Statutes,
   1-20  which was not in effect on August  31, 1994, shall not be effective
   1-21  until December 1, 1995.
   1-22        SECTION 3.  This Act takes effect immediately, except Section
   1-23  1 of this Act takes effect December 1, 1995.
    2-1        SECTION 4.  The importance of this legislation and the
    2-2  crowded condition of the calendars in both houses create an
    2-3  emergency and an imperative public necessity that the
    2-4  constitutional rule requiring bills to be read on three several
    2-5  days in each house be suspended, and this rule is hereby suspended,
    2-6  and that this Act take effect and be in force from and after its
    2-7  passage, and it is so enacted.
