No. 384 A BILL TO BE ENTITLED AN ACT 1-1 relating to state aid for counties that provide secure residential 1-2 care facilities for certain delinquent children. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. Subchapter E, Chapter 141, Human Resources Code, 1-5 is amended by adding Section 141.086 to read as follows: 1-6 Sec. 141.086. PROVISION OF SECURE RESIDENTIAL CARE 1-7 FACILITIES. (a) The commission shall provide state aid to 1-8 counties that provide secure residential care facilities for 1-9 children found to have engaged in delinquent conduct who are placed 1-10 on probation in the facilities by a juvenile court under Section 1-11 54.04, Family Code, as an alternative to commitment to the 1-12 facilities of the Texas Youth Commission. 1-13 (b) Each fiscal year, the commission shall provide aid as 1-14 provided by this section from funds appropriated to the commission. 1-15 (c) The commission shall adopt standards for the provision 1-16 of state aid under this section and shall monitor the effectiveness 1-17 of the aid. 1-18 (d) State aid provided by the commission under this section 1-19 is in addition to any state aid provided by the commission for any 1-20 other services or facilities. 1-21 (e) A portion of the state aid appropriated to the 1-22 commission under this section shall be used to establish juvenile 1-23 boot camps in five regions of the state as designated by the 1-24 commission. 2-1 (f) In this section, "secure residential care facility" 2-2 means a locked facility. 2-3 SECTION 2. This Act takes effect September 1, 1995. 2-4 SECTION 3. The importance of this legislation and the 2-5 crowded condition of the calendars in both houses create an 2-6 emergency and an imperative public necessity that the 2-7 constitutional rule requiring bills to be read on three several 2-8 days in each house be suspended, and this rule is hereby suspended.
