    1-7                                AN ACT
    1-8  relating to prohibiting certain counties from contracting with a
    1-9  nongovernmental association for the provision of law enforcement
   1-10  services by the county.
   1-11        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-12        SECTION 1.  The heading of Subchapter D, Chapter 351, Local
   1-13  Government Code, is amended to read as follows:
   1-14         SUBCHAPTER D.  CONTRACTS FOR LAW ENFORCEMENT SERVICES
   1-15                   ON FEE BASIS IN CERTAIN COUNTIES
   1-16        SECTION 2.  Section 351.061, Local Government Code, is
   1-17  amended to read as follows:
   1-18        Sec. 351.061.  Authority to Contract.  To protect the public
   1-19  interest, the commissioners court of a county with a population of
   1-20  less than 2.8 million may contract with a nongovernmental
   1-21  association for the provision of law enforcement services by the
   1-22  county on a fee basis in the geographical area represented by the
   1-23  association.
   1-24        SECTION 3.  The importance of this legislation and the
   1-25  crowded condition of the calendars in both houses create an
   1-26  emergency and an imperative public necessity that the
   1-27  constitutional rule requiring bills to be read on three several
   1-28  days in each house be suspended, and this rule is hereby suspended.
