S.B. No. 397 AN ACT 1-1 relating to service areas of junior college districts and campuses. 1-2 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-3 SECTION 1. Chapter 130, Education Code, is amended by adding 1-4 Subchapter J to read as follows: 1-5 SUBCHAPTER J. JUNIOR COLLEGE DISTRICT SERVICE AREAS 1-6 Sec. 130.161. DEFINITIONS. In this subchapter: 1-7 (1) "Services" means the courses and programs 1-8 described by Sections 130.0011 and 130.003(e). 1-9 (2) "Service area" means: 1-10 (A) the territory within the boundaries of the 1-11 taxing district of a junior college district; and 1-12 (B) the territory outside the boundaries of the 1-13 taxing district of a junior college district in which the junior 1-14 college district provides services. 1-15 Sec. 130.162. ALAMO COMMUNITY COLLEGE DISTRICT SERVICE AREA. 1-16 The service area of the Alamo Community College District includes 1-17 the territory within: 1-18 (1) Bexar, Bandera, Comal, Guadalupe, Kendall, Kerr, 1-19 and Wilson counties; and 1-20 (2) Atascosa County, except the territory within the 1-21 Pleasanton Independent School District. 1-22 Sec. 130.163. ALVIN COMMUNITY COLLEGE DISTRICT SERVICE AREA. 1-23 The service area of the Alvin Community College District includes 2-1 the territory within: 2-2 (1) the Alvin, Danbury, and Pearland independent 2-3 school districts; and 2-4 (2) the part of the Angleton Independent School 2-5 District annexed by the community college district before September 2-6 1, 1995. 2-7 Sec. 130.164. AMARILLO COLLEGE DISTRICT SERVICE AREA. The 2-8 service area of the Amarillo College District includes: 2-9 (1) the territory within Potter, Randall, Carson, 2-10 Oldham, Deaf Smith, Parmer, Castro, and Swisher counties; and 2-11 (2) the territory within Moore County that is within 2-12 the Dumas Independent School District. 2-13 Sec. 130.165. ANGELINA COUNTY JUNIOR COLLEGE DISTRICT 2-14 SERVICE AREA. The service area of the Angelina County Junior 2-15 College District includes the territory within: 2-16 (1) Angelina, Houston, Nacogdoches, Polk, Sabine, San 2-17 Augustine, Trinity, and Tyler counties; 2-18 (2) the Wells and Alto independent school districts, 2-19 located in Cherokee County; 2-20 (3) the Burkeville and Newton independent school 2-21 districts, located in Newton County; 2-22 (4) the Jasper Independent School District, located in 2-23 Jasper County; 2-24 (5) the Shepard and Coldspring-Oakhurst Consolidated 2-25 independent school districts located in San Jacinto County; 3-1 (6) the part of the Brookeland Independent School 3-2 District that is located in Jasper and Newton counties; 3-3 (7) the part of the Colmesneil Independent School 3-4 District that is located in Jasper County; and 3-5 (8) the part of the Trinity Independent School 3-6 District that is located in Walker County. 3-7 Sec. 130.166. AUSTIN COMMUNITY COLLEGE DISTRICT SERVICE 3-8 AREA. The service area of the Austin Community College District 3-9 includes the territory within: 3-10 (1) Travis, Bastrop, Hays, Gillespie, Caldwell, and 3-11 Blanco counties; 3-12 (2) the Marble Falls Independent School District, 3-13 located in Burnet County; and 3-14 (3) Williamson County, except the territory within the 3-15 Florence, Taylor, and Granger independent school districts. 3-16 Sec. 130.167. BEE COUNTY COLLEGE DISTRICT SERVICE AREA. The 3-17 service area of the Bee County College District includes the 3-18 territory within: 3-19 (1) Bee, Karnes, Live Oak, Jim Wells, McMullen, Duval, 3-20 and Brooks counties; 3-21 (2) the Pleasanton Independent School District, 3-22 located in Atascosa County; and 3-23 (3) the Kingsville, Santa Gertrudis, and Ricardo 3-24 independent school districts, located in Kleberg County. 3-25 Sec. 130.168. BLINN COLLEGE DISTRICT SERVICE AREA. The 4-1 service area of the Blinn College District includes the territory 4-2 within: 4-3 (1) Washington, Burleson, Brazos, Madison, Grimes, 4-4 Waller, Lee, and Fayette counties; 4-5 (2) the Mumford, Hearne, and Franklin independent 4-6 school districts located in Robertson County; 4-7 (3) the Bellville Independent School District located 4-8 in Austin County; 4-9 (4) the Rockdale, Milano, and Gause independent school 4-10 districts located in Milam County; 4-11 (5) the part of the Richards Independent School 4-12 District that is located in Walker and Montgomery counties; and 4-13 (6) the part of the Bryan Independent School District 4-14 that is located in Robertson County. 4-15 Sec. 130.169. BORGER JUNIOR COLLEGE DISTRICT SERVICE AREA. 4-16 The service area of the Borger Junior College District includes: 4-17 (1) the territory within the Borger Independent School 4-18 District; 4-19 (2) the territory within the Spring Creek Independent 4-20 School District that is also within the junior college district's 4-21 taxing district; 4-22 (3) the territory within Dallam, Sherman, Hansford, 4-23 Ochiltree, Lipscomb, Hartley, Hutchinson, Roberts, and Hemphill 4-24 counties; 4-25 (4) the territory within Moore County, except the 5-1 territory within the Dumas Independent School District; and 5-2 (5) the territory within the Pampa Independent School 5-3 District located in Gray County. 5-4 Sec. 130.170. BRAZOSPORT COLLEGE DISTRICT SERVICE AREA. The 5-5 service area of the Brazosport College District includes the 5-6 territory within: 5-7 (1) the Brazosport, Columbia-Brazoria, Sweeny, and 5-8 Damon independent school districts; and 5-9 (2) the Angleton Independent School District, except 5-10 the part annexed by the Alvin Community College District before 5-11 September 1, 1995. 5-12 Sec. 130.171. CENTRAL TEXAS COLLEGE DISTRICT SERVICE AREA. 5-13 The service area of the Central Texas College District includes the 5-14 territory within: 5-15 (1) the Killeen Independent School District, located 5-16 in Bell County; 5-17 (2) the Copperas Cove Independent School District, 5-18 located in Coryell County; 5-19 (3) Fort Hood and North Fort Hood, located in Bell 5-20 County; 5-21 (4) Coryell, Hamilton, Lampasas, Llano, Mason, Mills, 5-22 and San Saba counties; 5-23 (5) the Brady, Lohn, and Rochelle independent school 5-24 districts located in McCullough County; 5-25 (6) the Burnet Consolidated Independent School 6-1 District located in Burnet County; 6-2 (7) the Florence Independent School District; 6-3 (8) the part of the Lampasas Independent School 6-4 District that is located in Burnet County; 6-5 (9) the part of the Lampasas Independent School 6-6 District that is located in Bell County; and 6-7 (10) the part of the Copperas Cove Independent School 6-8 District that is located in Bell County. 6-9 Sec. 130.172. CISCO JUNIOR COLLEGE DISTRICT SERVICE AREA. 6-10 The service area of the Cisco Junior College District includes the 6-11 territory within: 6-12 (1) the Cisco Independent School District; and 6-13 (2) Callahan, Coleman, and Taylor counties. 6-14 Sec. 130.173. CLARENDON COLLEGE DISTRICT SERVICE AREA. The 6-15 service area of the Clarendon College District includes the 6-16 territory within: 6-17 (1) Donley, Wheeler, Armstrong, Collingsworth, 6-18 Briscoe, Hall, and Childress counties; and 6-19 (2) Gray County, except the territory within the Pampa 6-20 Independent School District. 6-21 Sec. 130.174. COLLEGE OF THE MAINLAND DISTRICT SERVICE AREA. 6-22 The service area of the College of the Mainland District includes 6-23 the territory within: 6-24 (1) the Santa Fe, Hitchcock, Texas City, La Marque, 6-25 Dickinson, and Friendswood independent school districts; and 7-1 (2) the part of the Clear Creek Independent School 7-2 District that is located in Galveston County. 7-3 Sec. 130.175. COLLIN COUNTY COMMUNITY COLLEGE DISTRICT 7-4 SERVICE AREA. The service area of the Collin County Community 7-5 College District includes the territory within: 7-6 (1) Collin and Rockwall counties; and 7-7 (2) the part of Denton County that is within the 7-8 municipality of The Colony, the municipality of Frisco, and the 7-9 Celina and Prosper independent school districts. 7-10 Sec. 130.176. DALLAS COUNTY COMMUNITY COLLEGE DISTRICT 7-11 SERVICE AREA. The service area of the Dallas County Community 7-12 College District includes the territory within: 7-13 (1) Dallas County; and 7-14 (2) the Carrollton-Farmers Branch Independent School 7-15 District. 7-16 Sec. 130.177. DEL MAR COLLEGE-CORPUS CHRISTI JUNIOR COLLEGE 7-17 DISTRICT SERVICE AREA. The service area of the Del Mar 7-18 College-Corpus Christi Junior College District includes the 7-19 territory within: 7-20 (1) the Corpus Christi, West Oso, Calallen, 7-21 Tuloso-Midway, and Flour Bluff independent school districts, and 7-22 any area located outside of those school districts that is within 7-23 the municipality of Corpus Christi; 7-24 (2) Nueces, San Patricio, Aransas, and Kenedy 7-25 counties; and 8-1 (3) the Riviera Independent School District. 8-2 Sec. 130.178. EL PASO COUNTY COMMUNITY COLLEGE DISTRICT 8-3 SERVICE AREA. The service area of the El Paso County Community 8-4 College District includes the territory within El Paso and Hudspeth 8-5 counties. 8-6 Sec. 130.179. GALVESTON COLLEGE DISTRICT SERVICE AREA. The 8-7 service area of the Galveston College District includes: 8-8 (1) the territory within the Galveston Independent 8-9 School District; 8-10 (2) the part of Galveston and Chambers counties 8-11 located on the Bolivar Peninsula, including the municipality of 8-12 High Island and the High Island Independent School District; and 8-13 (3) the territory within the Sabine Pass and 8-14 Hamshire-Fannett independent school districts in Jefferson County. 8-15 Sec. 130.180. GRAYSON COUNTY JUNIOR COLLEGE DISTRICT SERVICE 8-16 AREA. The service area of the Grayson County Junior College 8-17 District includes the territory within: 8-18 (1) Grayson County; and 8-19 (2) the Bonham, Dodd City, Wolfe City, Ector, Leonard, 8-20 Savoy, Trenton, Whitewright, and Sam Rayburn independent school 8-21 districts located in Fannin County. 8-22 Sec. 130.181. HILL COLLEGE DISTRICT SERVICE AREA. The 8-23 service area of the Hill College District includes the territory 8-24 within: 8-25 (1) the Hillsboro, Itasca, Covington, Whitney, Abbott, 9-1 and Bynum independent school districts; and 9-2 (2) Hill, Johnson, Bosque, and Somervell counties. 9-3 Sec. 130.182. HOUSTON COMMUNITY COLLEGE SYSTEM DISTRICT 9-4 SERVICE AREA. The service area of the Houston Community College 9-5 System District includes the territory within: 9-6 (1) the Houston, Alief, Katy, Spring Branch, and North 9-7 Forest independent school districts; and 9-8 (2) the Stafford Municipal School District. 9-9 Sec. 130.183. HOWARD COUNTY JUNIOR COLLEGE DISTRICT SERVICE 9-10 AREA. The service area of the Howard County Junior College 9-11 District includes the territory within Howard, Dawson, Martin, 9-12 Glasscock, Sterling, Coke, Tom Green, Concho, Irion, Schleicher, 9-13 Sutton, Menard, and Kimble counties. 9-14 Sec. 130.184. KILGORE JUNIOR COLLEGE DISTRICT SERVICE AREA. 9-15 The service area of the Kilgore Junior College District includes 9-16 the territory within: 9-17 (1) the Kilgore, West Rusk, Overton, Leverett's 9-18 Chapel, White Oak, Sabine, Gladewater, Big Sandy, Union Grove, 9-19 Gilmer, New Diana, Spring Hill, Pine Tree, Longview, Hallsville, 9-20 Henderson, Carlisle, Laneville, and Mount Enterprise independent 9-21 school districts; and 9-22 (2) the Tatum Independent School District, except the 9-23 part of the district that is located in Panola County. 9-24 Sec. 130.185. LAREDO COMMUNITY COLLEGE DISTRICT SERVICE 9-25 AREA. The service area of the Laredo Community College District 10-1 includes the territory within: 10-2 (1) the municipality of Laredo; and 10-3 (2) Webb, Jim Hogg, and Zapata counties. 10-4 Sec. 130.186. LEE COLLEGE DISTRICT SERVICE AREA. The 10-5 service area of the Lee College District includes the territory 10-6 within: 10-7 (1) the Goose Creek Consolidated Independent School 10-8 District; and 10-9 (2) the Crosby, Dayton, Liberty, Barbers Hill, 10-10 Anahuac, Huffman, Devers, East Chambers, Hardin, and Hull-Daisetta 10-11 independent school districts. 10-12 Sec. 130.187. MCLENNAN COMMUNITY COLLEGE DISTRICT SERVICE 10-13 AREA. The service area of the McLennan Community College District 10-14 includes the territory within: 10-15 (1) McLennan and Falls counties; and 10-16 (2) the Calvert and Bremond independent school 10-17 districts. 10-18 Sec. 130.188. MIDLAND COMMUNITY COLLEGE DISTRICT SERVICE 10-19 AREA. The service area of the Midland Community College District 10-20 includes the territory within: 10-21 (1) Midland County, except the territory within the 10-22 Greenwood Community; 10-23 (2) Reagan and Crockett counties; and 10-24 (3) the municipality of Iraan. 10-25 Sec. 130.189. NAVARRO COLLEGE DISTRICT SERVICE AREA. The 11-1 service area of the Navarro College District includes the territory 11-2 within Navarro, Ellis, Freestone, Limestone, and Leon counties. 11-3 Sec. 130.190. NORTH CENTRAL TEXAS COLLEGE DISTRICT SERVICE 11-4 AREA. The service area of the North Central Texas College District 11-5 includes the territory within: 11-6 (1) Cooke and Montague counties; and 11-7 (2) Denton County, except the territory within The 11-8 Colony, the municipality of Frisco, and the Celina, Prosper, and 11-9 Carrollton-Farmers Branch independent school districts. 11-10 Sec. 130.191. NORTH HARRIS MONTGOMERY COMMUNITY COLLEGE 11-11 DISTRICT SERVICE AREA. The service area of the North Harris 11-12 Montgomery Community College District includes the territory 11-13 within: 11-14 (1) the Aldine, Conroe, Humble, New Caney, Spring, 11-15 Tomball, Magnolia, Willis, Montgomery, Splendora, Cleveland, 11-16 Tarkington, and Klein independent school districts; and 11-17 (2) the Huntsville and New Waverly independent school 11-18 districts in Walker County. 11-19 Sec. 130.192. NORTHEAST TEXAS COMMUNITY COLLEGE DISTRICT 11-20 SERVICE AREA. The service area of the Northeast Texas Community 11-21 College District includes the territory within: 11-22 (1) Camp, Morris, and Titus counties; 11-23 (2) the Avinger and Hughes Springs independent school 11-24 districts, located in Cass County; 11-25 (3) the Mount Vernon Independent School District, 12-1 located in Franklin County; 12-2 (4) the Como-Pickton and Saltillo independent school 12-3 districts, located in Hopkins County; 12-4 (5) the Ore City, Union Hill, and Harmony independent 12-5 school districts; 12-6 (6) the Winnsboro Independent School District; 12-7 (7) the part of the Pewitt Independent School District 12-8 that is located in Cass County; and 12-9 (8) the part of the Pittsburg Independent School 12-10 District that is located in Upshur County. 12-11 Sec. 130.193. ODESSA COLLEGE DISTRICT SERVICE AREA. The 12-12 service area of the Odessa College District includes the territory 12-13 within: 12-14 (1) Ector, Brewster, Andrews, Crane, Jeff Davis, Ward, 12-15 Winkler, Presidio, Upton, Reeves, Culberson, Loving, and Terrell 12-16 counties; 12-17 (2) Pecos County, except the municipality of Iraan; 12-18 and 12-19 (3) the Seminole Independent School District in Gaines 12-20 County. 12-21 Sec. 130.194. PANOLA COLLEGE DISTRICT SERVICE AREA. The 12-22 service area of the Panola College District includes the territory 12-23 within: 12-24 (1) Panola, Marion, and Shelby counties; and 12-25 (2) Harrison County, except the territory within the 13-1 Hallsville Independent School District. 13-2 Sec. 130.195. PARIS JUNIOR COLLEGE DISTRICT SERVICE AREA. 13-3 The service area of the Paris Junior College District includes the 13-4 territory within: 13-5 (1) the Paris Independent School District; 13-6 (2) the part of the Prairiland Independent School 13-7 District that was formerly the Cunningham School District; 13-8 (3) the municipality of Paris; 13-9 (4) Lamar and Delta counties; 13-10 (5) the Detroit and Clarksville independent school 13-11 districts and the Talco-Bogata Consolidated Independent School 13-12 District that is in Red River County; 13-13 (6) the North Hopkins, Sulphur Bluff, Sulphur Springs, 13-14 Miller Grove, and Cumby independent school districts in Hopkins 13-15 County; 13-16 (7) the Honey Grove Consolidated Independent School 13-17 District in Fannin County; 13-18 (8) the Fannindel Independent School District, located 13-19 in Fannin and Delta counties; 13-20 (9) Hunt County, except the part of the county that is 13-21 located in the Terrell Independent School District; and 13-22 (10) the part of the Prairiland Independent School 13-23 District that is located in Red River County. 13-24 Sec. 130.196. RANGER JUNIOR COLLEGE DISTRICT SERVICE AREA. 13-25 The service area of the Ranger Junior College District includes the 14-1 territory within: 14-2 (1) the part of the Ranger Independent School District 14-3 that is located in Eastland County, except the area that is known 14-4 as the old Bullock School Land; and 14-5 (2) Young, Comanche, Brown, and Erath counties. 14-6 Sec. 130.197. SAN JACINTO COLLEGE DISTRICT SERVICE AREA. 14-7 The service area of the San Jacinto College District includes the 14-8 territory within: 14-9 (1) the Pasadena, La Porte, Deer Park, Channelview, 14-10 Galena Park, and Sheldon independent school districts; and 14-11 (2) the part of the Clear Creek Independent School 14-12 District that is located in Harris County. 14-13 Sec. 130.198. SOUTH PLAINS COLLEGE DISTRICT SERVICE AREA. 14-14 The service area of the South Plains College District includes the 14-15 territory within: 14-16 (1) the Whiteface Consolidated Independent School 14-17 District; 14-18 (2) Bailey, Lamb, Hale, Floyd, Motley, Cochran, 14-19 Hockley, Lubbock, Crosby, Yoakum, Terry, Lynn, and Garza counties; 14-20 and 14-21 (3) Gaines County, except the territory within the 14-22 Seminole Independent School District. 14-23 Sec. 130.199. SOUTH TEXAS COMMUNITY COLLEGE DISTRICT SERVICE 14-24 AREA. The service area of the South Texas Community College 14-25 District includes the territory within Hidalgo and Starr counties. 15-1 Sec. 130.200. SOUTHWEST TEXAS JUNIOR COLLEGE DISTRICT 15-2 SERVICE AREA. The service area of the Southwest Texas Junior 15-3 College District includes the territory within Zavala, Uvalde, 15-4 Real, Dimmit, Frio, Kinney, La Salle, Maverick, Medina, Val Verde, 15-5 and Edwards counties. 15-6 Sec. 130.201. TARRANT COUNTY JUNIOR COLLEGE DISTRICT SERVICE 15-7 AREA. The service area of the Tarrant County Junior College 15-8 District includes the territory within Tarrant County. 15-9 Sec. 130.202. TEMPLE JUNIOR COLLEGE DISTRICT SERVICE AREA. 15-10 The service area of the Temple Junior College District includes the 15-11 territory within: 15-12 (1) the Temple Independent School District; 15-13 (2) the municipality of Temple; 15-14 (3) the Academy, Bartlett, Belton, Holland, Rogers, 15-15 Troy, and Salado independent school districts located in Bell 15-16 County; 15-17 (4) the Buckholts, Cameron, and Thorndale independent 15-18 school districts located in Milam County; 15-19 (5) the Granger and Taylor independent school 15-20 districts located in Williamson County; 15-21 (6) the part of the Rosebud-Lott Independent School 15-22 District that is located in Milam County; and 15-23 (7) the part of the Bartlett Independent School 15-24 District that is located in Milam County. 15-25 Sec. 130.203. TEXARKANA COLLEGE DISTRICT SERVICE AREA. The 16-1 service area of the Texarkana College District includes the 16-2 territory within: 16-3 (1) the taxing district, which includes part of the 16-4 municipality of Texarkana and part of the Pleasant Grove 16-5 Independent School District; 16-6 (2) Bowie County; 16-7 (3) Cass County, except the territory within the 16-8 Hughes Springs, Avinger, and Pewitt independent school districts; 16-9 and 16-10 (4) the Avery Independent School District located in 16-11 Red River County. 16-12 Sec. 130.204. TEXAS SOUTHMOST COLLEGE DISTRICT SERVICE AREA. 16-13 The service area of the Texas Southmost College District includes 16-14 the territory within: 16-15 (1) the Brownsville, Los Fresnos Consolidated, and 16-16 Point Isabel independent school districts; and 16-17 (2) Cameron and Willacy counties. 16-18 Sec. 130.205. TRINITY VALLEY COMMUNITY COLLEGE DISTRICT 16-19 SERVICE AREA. The service area of the Trinity Valley Community 16-20 College District includes the territory within: 16-21 (1) the part of the Terrell Independent School 16-22 District located in Hunt County; 16-23 (2) Anderson, Henderson, Kaufman, and Rains counties; 16-24 and 16-25 (3) Van Zandt County, except the territory within the 17-1 Grand Saline, Lindale, and Van independent school districts. 17-2 Sec. 130.206. TYLER JUNIOR COLLEGE DISTRICT SERVICE AREA. 17-3 The service area of the Tyler Junior College District includes the 17-4 territory within: 17-5 (1) the Chapel Hill, Grand Saline, Lindale, Tyler, 17-6 Yantis, Winona, Alba-Golden, Arp, Bullard, Hawkins, Jacksonville, 17-7 Mineola, New Summerfield, Quitman, Rusk, Troup, and Whitehouse 17-8 independent school districts; and 17-9 (2) the Van Independent School District, except the 17-10 part of the district that is located in Henderson County. 17-11 Sec. 130.207. VERNON REGIONAL JUNIOR COLLEGE DISTRICT 17-12 SERVICE AREA. The service area of the Vernon Regional Junior 17-13 College District includes the territory within Wilbarger, Archer, 17-14 Baylor, Clay, Cottle, Foard, Hardeman, Haskell, King, Knox, 17-15 Throckmorton, and Wichita counties. 17-16 Sec. 130.208. THE VICTORIA COLLEGE DISTRICT SERVICE AREA. 17-17 The service area of The Victoria College District includes the 17-18 territory within: 17-19 (1) Victoria, Gonzales, Lavaca, DeWitt, and Calhoun 17-20 counties; 17-21 (2) Jackson County, except the territory within the 17-22 Ganado Independent School District; and 17-23 (3) Refugio County, except the territory within the 17-24 Woodsboro Independent School District. 17-25 Sec. 130.209. WEATHERFORD COLLEGE DISTRICT SERVICE AREA. 18-1 The service area of the Weatherford College District includes the 18-2 territory within Parker, Wise, Jack, and Palo Pinto counties. 18-3 Sec. 130.210. WESTERN TEXAS COLLEGE DISTRICT SERVICE AREA. 18-4 The service area of the Western Texas College District includes the 18-5 territory within Scurry, Fisher, Jones, Nolan, Runnels, Dickens, 18-6 Stonewall, Borden, Mitchell, and Kent counties. 18-7 Sec. 130.211. WHARTON COUNTY JUNIOR COLLEGE DISTRICT SERVICE 18-8 AREA. The service area of the Wharton County Junior College 18-9 District includes the territory within: 18-10 (1) Wharton County; 18-11 (2) the Needville Independent School District in Fort 18-12 Bend County; 18-13 (3) the Wallis-Orchard Independent School District 18-14 located in Austin County; 18-15 (4) the Columbus and Weimer independent school 18-16 districts located in Colorado County; 18-17 (5) the Rice Consolidated Independent School District 18-18 located in Colorado County; 18-19 (6) the Kendleton and Lamar independent school 18-20 districts located in Fort Bend County; 18-21 (7) the Bay City, Boling, Matagorda, Palacios, 18-22 Tidehaven, and Van Vleck independent school districts located in 18-23 Matagorda County; and 18-24 (8) the Ganado Independent School District located in 18-25 Jackson County. 19-1 SECTION 2. Section 130.004, Education Code, is amended by 19-2 adding Subsection (e) to read as follows: 19-3 (e) The establishment of any new public junior college 19-4 campus within an existing junior college district or the 19-5 establishment of any new junior college district shall be approved 19-6 by the Legislative Budget Board if the establishment occurs during 19-7 a time when the legislature is not in session. The legislature 19-8 shall approve the establishment of any new public junior college 19-9 campus within an existing junior college district or the 19-10 establishment of any new junior college district if proposed during 19-11 or within three months prior to a legislative session. 19-12 SECTION 3. This Act takes effect September 1, 1995. 19-13 SECTION 4. The importance of this legislation and the 19-14 crowded condition of the calendars in both houses create an 19-15 emergency and an imperative public necessity that the 19-16 constitutional rule requiring bills to be read on three several 19-17 days in each house be suspended, and this rule is hereby suspended.
