No. 397 By: Ratliff 1-8 A BILL TO BE ENTITLED 1-9 AN ACT 1-10 relating to service areas of junior college districts. 1-11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-12 SECTION 1. Chapter 130, Education Code, is amended by adding 1-13 Subchapter J to read as follows: 1-14 SUBCHAPTER J. JUNIOR COLLEGE DISTRICT SERVICE AREAS 1-15 Sec. 130.161. DEFINITIONS. In this subchapter: 1-16 (1) "Coordinating board" means the Texas Higher 1-17 Education Coordinating Board. 1-18 (2) "Institution of higher education" has the meaning 1-19 assigned by Section 61.003. 1-20 (3) "Service" or "services" means the courses and 1-21 programs described by Sections 130.0011 and 130.003(e). 1-22 (4) "Service area" means: 1-23 (A) the territory within the boundaries of a 1-24 taxing district of a junior college district; and 1-25 (B) the territory outside the boundaries of a 1-26 taxing district of a junior college district in which the junior 1-27 college district is recognized in this subchapter as the district 1-28 primarily responsible for providing services. 1-29 Sec. 130.162. PROVISION OF SERVICES IN SERVICE AREA BY 1-30 JUNIOR COLLEGE DISTRICT. (a) A junior college district shall 1-31 provide services to the residents and employers of its service area 1-32 in accordance with: 1-33 (1) this chapter; 1-34 (2) the applicable program approval rules and 1-35 appropriations formulas adopted by the coordinating board; and 1-36 (3) the strategic plan developed by the Council on 1-37 Workforce and Economic Competitiveness under Section 2.06(a)(6), 1-38 Workforce and Economic Competitiveness Act (Article 5190.7a, 1-39 Vernon's Texas Civil Statutes). 1-40 (b) Except as provided by this subchapter, a junior college 1-41 district may not offer services in the service area of another 1-42 junior college district. 1-43 (c) Section 61.051(j) does not apply to the provision of 1-44 services by a junior college district in its service area. 1-45 (d) A junior college district may enter into a memorandum of 1-46 understanding with another institution of higher education for the 1-47 other institution to provide a service in the service area of the 1-48 junior college district. The coordinating board must approve under 1-49 Section 61.051(j) the provision of a service by another institution 1-50 under this subsection. 1-51 Sec. 130.163. PROVISION OF SERVICES IN SERVICE AREA BY 1-52 ANOTHER INSTITUTION. (a) A junior college district may decline to 1-53 provide a service in part of its service area outside its taxing 1-54 district if: 1-55 (1) local funds and state appropriations are 1-56 insufficient to pay for the provision of the service; or 1-57 (2) the junior college district determines that 1-58 another institution of higher education can provide the service 1-59 more appropriately. 1-60 (b) Another institution of higher education may provide a 1-61 service in a part of the service area of a junior college district 1-62 outside the taxing district of the junior college district if: 1-63 (1) the junior college district declines to provide 1-64 the service; and 1-65 (2) the residents or employers of the affected area 1-66 request the institution of higher education to provide the service 1-67 and the residents or employers pay the local share of the cost of 1-68 providing the service. 2-1 (c) A junior college district that declines to provide a 2-2 service in a part of its service area outside its taxing district 2-3 shall cooperate with other institutions of higher education in 2-4 attempting to obtain services requested by the residents or 2-5 employers of the affected area. 2-6 (d) The coordinating board must approve under Section 2-7 61.051(j) the provision of a service by an institution of higher 2-8 education under Subsection (b). 2-9 (e) In this section, "local share" means the difference 2-10 between the average total cost of providing a service for junior 2-11 college districts at and above the 75th percentile of districts 2-12 providing the service, according to the most recent cost study 2-13 conducted by the coordinating board, and the state-approved formula 2-14 funding for the service specified by the most recent General 2-15 Appropriations Act. 2-16 Sec. 130.164. PROVISION OF SERVICES IN TERRITORY NOT WITHIN 2-17 SERVICE AREA. The coordinating board, in accordance with Section 2-18 61.051(j), may designate the junior college district or districts 2-19 that may provide services in territory not within a service area 2-20 described by this subchapter. 2-21 Sec. 130.165. RELATIONSHIP TO OTHER LAW. (a) The 2-22 designation of service areas by this subchapter does not affect: 2-23 (1) the establishment under other law of a taxing 2-24 district for a new junior college district; or 2-25 (2) the modification under other law of the taxing 2-26 district of an existing junior college district. 2-27 (b) Territory designated by this subchapter as part of the 2-28 service area of a junior college district is not considered to be 2-29 within that service area if the territory becomes part of the 2-30 taxing district of another junior college district through: 2-31 (1) the establishment of a taxing district for a new 2-32 junior college district; or 2-33 (2) the modification of the taxing district of an 2-34 existing junior college district. 2-35 Sec. 130.166. ALAMO COMMUNITY COLLEGE DISTRICT SERVICE AREA. 2-36 The service area of the Alamo Community College District includes 2-37 the territory within: 2-38 (1) Bexar, Bandera, Comal, Guadalupe, Kendall, Kerr, 2-39 and Wilson counties; and 2-40 (2) Atascosa County, except the territory within the 2-41 Pleasanton Independent School District. 2-42 Sec. 130.167. ALVIN COMMUNITY COLLEGE DISTRICT SERVICE AREA. 2-43 The service area of the Alvin Community College District includes 2-44 the territory within: 2-45 (1) the Danbury and Pearland independent school 2-46 districts; and 2-47 (2) the part of the Angleton Independent School 2-48 District annexed by the community college district before September 2-49 1, 1995. 2-50 Sec. 130.168. AMARILLO COLLEGE DISTRICT SERVICE AREA. The 2-51 service area of the Amarillo College District includes: 2-52 (1) the territory within Potter, Randall, Carson, 2-53 Oldham, Deaf Smith, Parmer, Castro, and Swisher counties; and 2-54 (2) the territory within Moore County that is within 2-55 the Dumas Independent School District. 2-56 Sec. 130.169. ANGELINA COUNTY JUNIOR COLLEGE DISTRICT 2-57 SERVICE AREA. The service area of the Angelina County Junior 2-58 College District includes the territory within: 2-59 (1) Angelina, Houston, Nacogdoches, Polk, Sabine, San 2-60 Augustine, Trinity, and Tyler counties; 2-61 (2) the Wells and Alto independent school districts, 2-62 located in Cherokee County; 2-63 (3) the Burkeville and Newton independent school 2-64 districts, located in Newton County; 2-65 (4) the Jasper Independent School District, located in 2-66 Jasper County; and 2-67 (5) the Shepherd and Coldspring-Oakhurst Consolidated 2-68 independent school districts located in San Jacinto County. 2-69 Sec. 130.170. AUSTIN COMMUNITY COLLEGE DISTRICT SERVICE 2-70 AREA. The service area of the Austin Community College District 3-1 includes the territory within: 3-2 (1) Travis, Bastrop, Hays, Gillespie, Caldwell, and 3-3 Blanco counties; 3-4 (2) the Marble Falls Independent School District, 3-5 located in Burnet County; and 3-6 (3) Williamson County, except the territory within the 3-7 Florence, Taylor, and Granger independent school districts. 3-8 Sec. 130.171. BEE COUNTY COLLEGE DISTRICT SERVICE AREA. The 3-9 service area of the Bee County College District includes the 3-10 territory within: 3-11 (1) Bee, Karnes, Live Oak, Jim Wells, McMullen, Duval, 3-12 and Brooks counties; 3-13 (2) the Pleasanton Independent School District, 3-14 located in Atascosa County; and 3-15 (3) the Kingsville, Santa Gertrudis, and Ricardo 3-16 independent school districts, located in Kleberg County. 3-17 Sec. 130.172. BLINN COLLEGE DISTRICT SERVICE AREA. The 3-18 service area of the Blinn College District includes the territory 3-19 within: 3-20 (1) Washington, Burleson, Brazos, Madison, Grimes, 3-21 Waller, Lee, and Fayette counties; 3-22 (2) the Mumford, Hearne, and Franklin independent 3-23 school districts located in Robertson County; and 3-24 (3) the Bellville Independent School District located 3-25 in Austin County. 3-26 Sec. 130.173. BORGER JUNIOR COLLEGE DISTRICT SERVICE AREA. 3-27 The service area of the Borger Junior College District includes: 3-28 (1) the territory within the Borger Independent School 3-29 District; 3-30 (2) the territory within the Spring Creek Independent 3-31 School District that is also within the junior college district's 3-32 taxing district; 3-33 (3) the territory within Dallam, Sherman, Hansford, 3-34 Ochiltree, Lipscomb, Hartley, Hutchinson, Roberts, and Hemphill 3-35 counties; 3-36 (4) the territory within Moore County, except the 3-37 territory within Dumas Independent School District; and 3-38 (5) the territory within the Pampa Independent School 3-39 District located in Gray County. 3-40 Sec. 130.174. BRAZOSPORT COLLEGE DISTRICT SERVICE AREA. The 3-41 service area of the Brazosport College District includes the 3-42 territory within: 3-43 (1) the Brazosport, Columbia-Brazoria, Sweeny, and 3-44 Damon independent school districts; and 3-45 (2) the Angleton Independent School District, except 3-46 the part annexed by the Alvin Community College District before 3-47 September 1, 1995. 3-48 Sec. 130.175. CENTRAL TEXAS COLLEGE DISTRICT SERVICE AREA. 3-49 The service area of the Central Texas College District includes the 3-50 territory within: 3-51 (1) the Killeen Independent School District, located 3-52 in Bell County; 3-53 (2) the Copperas Cove Independent School District, 3-54 located in Coryell County; 3-55 (3) Fort Hood and North Fort Hood, located in Bell 3-56 County; 3-57 (4) Coryell, Hamilton, Lampasas, Llano, Mason, Mills, 3-58 and San Saba counties; 3-59 (5) the Brady, Lohn, and Rochelle independent school 3-60 districts located in McCulloch County; 3-61 (6) the Burnet Consolidated Independent School 3-62 District located in Burnet County; and 3-63 (7) the Florence Independent School District located 3-64 in Williamson County. 3-65 Sec. 130.176. CISCO JUNIOR COLLEGE DISTRICT SERVICE AREA. 3-66 The service area of the Cisco Junior College District includes the 3-67 territory within: 3-68 (1) the Cisco Independent School District; and 3-69 (2) Callahan, Coleman, and Taylor counties. 3-70 Sec. 130.177. CLARENDON COLLEGE DISTRICT SERVICE AREA. The 4-1 service area of the Clarendon College District includes the 4-2 territory within: 4-3 (1) Donley, Wheeler, Armstrong, Collingsworth, 4-4 Briscoe, Hall, and Childress counties; and 4-5 (2) Gray County, except the territory within the Pampa 4-6 Independent School District. 4-7 Sec. 130.178. COLLEGE OF THE MAINLAND DISTRICT SERVICE AREA. 4-8 The service area of the College of the Mainland District includes 4-9 the territory within: 4-10 (1) the Santa Fe, Hitchcock, Texas City, La Marque, 4-11 Dickinson, and Friendswood independent school districts; and 4-12 (2) the part of the Clear Creek Independent School 4-13 District that is located in Galveston County. 4-14 Sec. 130.179. COLLIN COUNTY COMMUNITY COLLEGE DISTRICT 4-15 SERVICE AREA. The service area of the Collin County Community 4-16 College District includes the territory within: 4-17 (1) Collin and Rockwall counties; and 4-18 (2) the part of Denton County that is within the 4-19 municipality of The Colony, the municipality of Frisco, and the 4-20 Celina and Prosper independent school districts. 4-21 Sec. 130.180. DALLAS COUNTY COMMUNITY COLLEGE DISTRICT 4-22 SERVICE AREA. The service area of the Dallas County Community 4-23 College District includes the territory within: 4-24 (1) Dallas County; and 4-25 (2) the Carrollton-Farmers Branch Independent School 4-26 District. 4-27 Sec. 130.181. DEL MAR COLLEGE-CORPUS CHRISTI JUNIOR COLLEGE 4-28 DISTRICT SERVICE AREA. The service area of the Del Mar 4-29 College-Corpus Christi Junior College District includes the 4-30 territory within: 4-31 (1) the Corpus Christi, West Oso, Calallen, 4-32 Tuloso-Midway, and Flour Bluff independent school districts, and 4-33 any area located outside of those school districts that is within 4-34 the municipality of Corpus Christi; 4-35 (2) Nueces, San Patricio, Aransas, and Kenedy 4-36 counties; and 4-37 (3) the Riviera Independent School District. 4-38 Sec. 130.182. EL PASO COUNTY COMMUNITY COLLEGE DISTRICT 4-39 SERVICE AREA. The service area of the El Paso County Community 4-40 College District includes the territory within El Paso and Hudspeth 4-41 counties. 4-42 Sec. 130.183. GALVESTON COLLEGE DISTRICT SERVICE AREA. The 4-43 service area of the Galveston College District includes: 4-44 (1) the territory within the Galveston Independent 4-45 School District; 4-46 (2) the part of Galveston and Chambers counties 4-47 located on the Bolivar Peninsula, including the municipality of 4-48 High Island and the High Island Independent School District; and 4-49 (3) the territory within the Sabine Pass and 4-50 Hamshire-Fannett independent school districts in Jefferson County. 4-51 Sec. 130.184. GRAYSON COUNTY JUNIOR COLLEGE DISTRICT SERVICE 4-52 AREA. The service area of the Grayson County Junior College 4-53 District includes the territory within: 4-54 (1) Grayson County; and 4-55 (2) the Bonham, Dodd City, Ector, Leonard, Savoy, 4-56 Trenton, and Sam Rayburn independent school districts. 4-57 Sec. 130.185. HILL COLLEGE DISTRICT SERVICE AREA. The 4-58 service area of the Hill College District includes the territory 4-59 within: 4-60 (1) the Hillsboro, Itasca, Covington, Whitney, Abbott, 4-61 and Bynum independent school districts; and 4-62 (2) Hill, Johnson, Bosque, and Somervell counties. 4-63 Sec. 130.186. HOUSTON COMMUNITY COLLEGE SYSTEM DISTRICT 4-64 SERVICE AREA. The service area of the Houston Community College 4-65 System District includes the territory within the Houston, Alief, 4-66 Katy, Spring Branch, and North Forest independent school districts 4-67 and the Stafford Municipal School District. 4-68 Sec. 130.187. HOWARD COUNTY JUNIOR COLLEGE DISTRICT SERVICE 4-69 AREA. The service area of the Howard County Junior College 4-70 District includes the territory within Howard, Dawson, Martin, 5-1 Glasscock, Sterling, Coke, Tom Green, Concho, Irion, Schleicher, 5-2 Sutton, Menard, and Kimble counties. 5-3 Sec. 130.188. KILGORE JUNIOR COLLEGE DISTRICT SERVICE AREA. 5-4 The service area of the Kilgore Junior College District includes 5-5 the territory within the Kilgore, West Rusk, Overton, Leverett's 5-6 Chapel, White Oak, Sabine, Gladewater, Big Sandy, Union Grove, 5-7 Gilmer, New Diana, Spring Hill, Pine Tree, Longview, Hallsville, 5-8 Tatum, Henderson, Carlisle, Laneville, and Mount Enterprise 5-9 independent school districts. 5-10 Sec. 130.189. LAREDO COMMUNITY COLLEGE DISTRICT SERVICE 5-11 AREA. The service area of the Laredo Community College District 5-12 includes the territory within: 5-13 (1) the municipality of Laredo; and 5-14 (2) Webb, Jim Hogg, and Zapata counties. 5-15 Sec. 130.190. LEE COLLEGE DISTRICT SERVICE AREA. The 5-16 service area of the Lee College District includes the territory 5-17 within: 5-18 (1) the Goose Creek Consolidated Independent School 5-19 District; and 5-20 (2) the Crosby, Dayton, Liberty, Barbers Hill, 5-21 Anahuac, Huffman, Devers, East Chambers, Hardin, and Hull-Daisetta 5-22 independent school districts. 5-23 Sec. 130.191. MCLENNAN COMMUNITY COLLEGE DISTRICT SERVICE 5-24 AREA. The service area of the McLennan Community College District 5-25 includes the territory within: 5-26 (1) McLennan and Falls counties; and 5-27 (2) the Calvert and Bremond independent school 5-28 districts. 5-29 Sec. 130.192. MIDLAND COMMUNITY COLLEGE DISTRICT SERVICE 5-30 AREA. The service area of the Midland Community College District 5-31 includes the territory within: 5-32 (1) Midland County, except the territory within the 5-33 Greenwood Community; 5-34 (2) Reagan and Crockett counties; 5-35 (3) the municipality of Fort Stockton; and 5-36 (4) the municipality of Iraan in Pecos County. 5-37 Sec. 130.193. NAVARRO COLLEGE DISTRICT SERVICE AREA. The 5-38 service area of the Navarro College District includes the territory 5-39 within Navarro, Ellis, Freestone, Limestone, and Leon counties. 5-40 Sec. 130.194. NORTH CENTRAL TEXAS COLLEGE DISTRICT SERVICE 5-41 AREA. The service area of the North Central Texas College District 5-42 includes the territory within: 5-43 (1) Cooke and Montague counties; and 5-44 (2) Denton County, except the territory within The 5-45 Colony, the municipality of Frisco, and the Celina, Prosper, and 5-46 Carrollton-Farmers Branch independent school districts. 5-47 Sec. 130.195. NORTH HARRIS MONTGOMERY COMMUNITY COLLEGE 5-48 DISTRICT SERVICE AREA. The service area of the North Harris 5-49 Montgomery Community College District includes the territory 5-50 within: 5-51 (1) the Aldine, Conroe, Humble, New Caney, Spring, 5-52 Tomball, Magnolia, Willis, Montgomery, Splendora, Cleveland, 5-53 Tarkington, and Klein independent school districts; and 5-54 (2) the Huntsville and New Waverly independent school 5-55 districts in Walker County. 5-56 Sec. 130.196. NORTHEAST TEXAS COMMUNITY COLLEGE DISTRICT 5-57 SERVICE AREA. The service area of the Northeast Texas Community 5-58 College District includes the territory within: 5-59 (1) Camp, Morris, and Titus counties; 5-60 (2) the Avinger and Hughes Springs independent school 5-61 districts, located in Cass County; 5-62 (3) the Mount Vernon Independent School District, 5-63 located in Franklin County; 5-64 (4) the Como-Pickton and Saltillo independent school 5-65 districts, located in Hopkins County; 5-66 (5) the Ore City, Union Hill, and Harmony independent 5-67 school districts, located in Upshur County; and 5-68 (6) the Winnsboro Independent School District, located 5-69 in Wood County. 5-70 Sec. 130.197. ODESSA COLLEGE DISTRICT SERVICE AREA. The 6-1 service area of the Odessa College District includes the territory 6-2 within: 6-3 (1) Brewster, Andrews, Crane, Jeff Davis, Ward, 6-4 Winkler, Presidio, Upton, Reeves, Culberson, Loving, and Terrell 6-5 counties; 6-6 (2) the municipalities of Coyanosa and Imperial, 6-7 located in Pecos County; and 6-8 (3) the Seminole Independent School District in Gaines 6-9 County. 6-10 Sec. 130.198. PANOLA COLLEGE DISTRICT SERVICE AREA. The 6-11 service area of the Panola College District includes the territory 6-12 within: 6-13 (1) Panola, Marion, and Shelby counties; and 6-14 (2) Harrison County, except the territory within the 6-15 Hallsville Independent School District. 6-16 Sec. 130.199. PARIS JUNIOR COLLEGE DISTRICT SERVICE AREA. 6-17 The service area of the Paris Junior College District includes the 6-18 territory within: 6-19 (1) the Paris Independent School District; 6-20 (2) the part of the Prairiland Independent School 6-21 District that was formerly the Cunningham School District; 6-22 (3) the municipality of Paris; 6-23 (4) Lamar, Delta, and Hunt counties; 6-24 (5) the Detroit and Clarksville independent school 6-25 districts and the Talco-Bogata Consolidated Independent School 6-26 District that is in Red River County; 6-27 (6) the North Hopkins, Sulphur Bluff, Sulphur Springs, 6-28 Miller Grove, and Cumby independent school districts in Hopkins 6-29 County; 6-30 (7) the Honey Grove Consolidated Independent School 6-31 District in Fannin County; and 6-32 (8) the Fannindel Independent School District, located 6-33 in Fannin and Delta counties. 6-34 Sec. 130.200. RANGER JUNIOR COLLEGE DISTRICT SERVICE AREA. 6-35 The service area of the Ranger Junior College District includes the 6-36 territory within: 6-37 (1) the part of the Ranger Independent School District 6-38 that is located in Eastland County, except the area that is known 6-39 as the old Bullock School Land; and 6-40 (2) Young, Comanche, Brown, and Erath counties. 6-41 Sec. 130.201. SAN JACINTO COLLEGE DISTRICT SERVICE AREA. 6-42 The service area of the San Jacinto College District includes the 6-43 territory within: 6-44 (1) the Pasadena, La Porte, Deer Park, Channelview, 6-45 Galena Park, and Sheldon independent school districts; and 6-46 (2) the part of the Clear Creek Independent School 6-47 District that is located in Harris County. 6-48 Sec. 130.202. SOUTH PLAINS COLLEGE DISTRICT SERVICE AREA. 6-49 The service area of the South Plains College District includes the 6-50 territory within: 6-51 (1) the Whiteface Consolidated Independent School 6-52 District; 6-53 (2) Bailey, Lamb, Hale, Floyd, Motley, Cochran, 6-54 Hockley, Lubbock, Crosby, Yoakum, Terry, Lynn, and Garza counties; 6-55 and 6-56 (3) Gaines County, except the territory within the 6-57 Seminole Independent School District. 6-58 Sec. 130.203. SOUTH TEXAS COMMUNITY COLLEGE DISTRICT SERVICE 6-59 AREA. The service area of the South Texas Community College 6-60 District includes the territory within Hidalgo and Starr counties. 6-61 Sec. 130.204. SOUTHWEST TEXAS JUNIOR COLLEGE DISTRICT 6-62 SERVICE AREA. The service area of the Southwest Texas Junior 6-63 College District includes the territory within Zavala, Uvalde, 6-64 Real, Dimmit, Frio, Kinney, La Salle, Maverick, Medina, Val Verde, 6-65 and Edwards counties. 6-66 Sec. 130.205. TARRANT COUNTY JUNIOR COLLEGE DISTRICT SERVICE 6-67 AREA. The service area of the Tarrant County Junior College 6-68 District includes the territory within Tarrant County. 6-69 Sec. 130.206. TEMPLE JUNIOR COLLEGE DISTRICT SERVICE AREA. 6-70 The service area of the Temple Junior College District includes the 7-1 territory within: 7-2 (1) the Temple Independent School District; 7-3 (2) the municipality of Temple; 7-4 (3) the Academy, Bartlett, Belton, Holland, Rogers, 7-5 Troy, and Salado independent school districts located in Bell 7-6 County; 7-7 (4) the Buckholts, Cameron, Milano, Rockdale, and 7-8 Thorndale independent school districts located in Milam County; and 7-9 (5) the Granger and Taylor independent school 7-10 districts located in Williamson County. 7-11 Sec. 130.207. TEXARKANA COLLEGE DISTRICT SERVICE AREA. The 7-12 service area of the Texarkana College District includes the 7-13 territory within: 7-14 (1) the taxing district, which includes part of the 7-15 municipality of Texarkana and part of the Pleasant Grove 7-16 Independent School District; 7-17 (2) Bowie County; 7-18 (3) Cass County, except the territory within the 7-19 Hughes Springs, Avinger, and Pewitt independent school districts; 7-20 and 7-21 (4) the Avery Independent School District located in 7-22 Red River County. 7-23 Sec. 130.208. TEXAS SOUTHMOST COLLEGE DISTRICT SERVICE AREA. 7-24 The service area of the Texas Southmost College District includes 7-25 the territory within: 7-26 (1) the Brownsville, Los Fresnos Consolidated, and 7-27 Point Isabel independent school districts; and 7-28 (2) Cameron and Willacy counties. 7-29 Sec. 130.209. TRINITY VALLEY COMMUNITY COLLEGE DISTRICT 7-30 SERVICE AREA. The service area of the Trinity Valley Community 7-31 College District includes the territory within: 7-32 (1) the part of the Terrell Independent School 7-33 District located in Hunt County; 7-34 (2) Anderson, Henderson, Kaufman, and Rains counties; 7-35 and 7-36 (3) Van Zandt County, except the territory within the 7-37 Grand Saline and Van independent school districts. 7-38 Sec. 130.210. TYLER JUNIOR COLLEGE DISTRICT SERVICE AREA. 7-39 The service area of the Tyler Junior College District includes the 7-40 territory within the Chapel Hill, Grand Saline, Lindale, Tyler, 7-41 Van, Winona, Alba-Golden, Arp, Bullard, Hawkins, Jacksonville, 7-42 Mineola, New Summerfield, Quitman, Rusk, Troup, and Whitehouse 7-43 independent school districts. 7-44 Sec. 130.211. VERNON REGIONAL JUNIOR COLLEGE DISTRICT 7-45 SERVICE AREA. The service area of the Vernon Regional Junior 7-46 College District includes the territory within Wilbarger, Archer, 7-47 Baylor, Clay, Cottle, Foard, Hardeman, Haskell, King, Knox, 7-48 Throckmorton, and Wichita counties. 7-49 Sec. 130.212. The VICTORIA COLLEGE DISTRICT SERVICE AREA. 7-50 The service area of The Victoria College District includes the 7-51 territory within: 7-52 (1) Victoria, Gonzales, Lavaca, DeWitt, and Calhoun 7-53 counties; 7-54 (2) Jackson County, except the territory within the 7-55 Ganado Independent School District; and 7-56 (3) Refugio County, except the territory within the 7-57 Woodsboro Independent School District. 7-58 Sec. 130.213. WEATHERFORD COLLEGE DISTRICT SERVICE AREA. 7-59 The service area of the Weatherford College District includes the 7-60 territory within Parker, Wise, Jack, and Palo Pinto counties. 7-61 Sec. 130.214. WESTERN TEXAS COLLEGE DISTRICT SERVICE AREA. 7-62 The service area of the Western Texas College District includes the 7-63 territory within Scurry, Fisher, Jones, Nolan, Runnels, Dickens, 7-64 Stonewall, Borden, Mitchell, and Kent counties. 7-65 Sec. 130.215. WHARTON COUNTY JUNIOR COLLEGE DISTRICT SERVICE 7-66 AREA. The service area of the Wharton County Junior College 7-67 District includes the territory within: 7-68 (1) Wharton County; 7-69 (2) the Needville Independent School District in Fort 7-70 Bend County; 8-1 (3) the Wallis-Orchard Independent School District 8-2 located in Austin County; 8-3 (4) the Columbus and Weimar independent school 8-4 districts located in Colorado County; 8-5 (5) the Rice Consolidated Independent School District 8-6 located in Colorado County; 8-7 (6) the Kendleton and Lamar independent school 8-8 districts located in Fort Bend County; 8-9 (7) the Bay City, Matagorda, Palacios, Tidehaven, and 8-10 Van Vleck independent school districts located in Matagorda County; 8-11 and 8-12 (8) the Ganado Independent School District located in 8-13 Jackson County. 8-14 SECTION 2. This Act takes effect September 1, 1995. 8-15 SECTION 3. The importance of this legislation and the 8-16 crowded condition of the calendars in both houses create an 8-17 emergency and an imperative public necessity that the 8-18 constitutional rule requiring bills to be read on three several 8-19 days in each house be suspended, and this rule is hereby suspended. 8-20 * * * * *
