                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to qualifications of the executive director of the Teacher
    1-2  Retirement System of Texas.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 825.202, Government Code, is amended to
    1-5  read as follows:
    1-6        Sec. 825.202.  Executive Director.  (a)  The board of
    1-7  trustees, by a majority vote of all members, shall appoint an
    1-8  executive director.
    1-9        (b)  The executive director may not be a member of the board
   1-10  of trustees.
   1-11        (c)  <To be eligible to serve as the executive director, a
   1-12  person must have been a citizen of this state for the three years
   1-13  immediately preceding the appointment.>
   1-14        <(d)>  The executive director shall recommend to the board
   1-15  actuarial and other services necessary to administer the retirement
   1-16  system.
   1-17        (d) <(e)>  Annually, the executive director shall prepare an
   1-18  itemized expense budget for the following fiscal year and shall
   1-19  submit the budget to the board for review and adoption.
   1-20        SECTION 2.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force from and after its
    2-2  passage, and it is so enacted.
