No. 418 A BILL TO BE ENTITLED AN ACT 1-1 relating to the management of the Edwards Aquifer and the powers 1-2 and duties of the Edwards Underground Water District. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. (a) Section 1.41, Chapter 626, Acts of the 73rd 1-5 Legislature, 1993, is repealed. 1-6 (b) Chapter 99, Acts of the 56th Legislature, Regular 1-7 Session, 1959 (Article 8280-219, Vernon's Texas Civil Statutes), is 1-8 not repealed by operation of Section 1.41, Chapter 626, Acts of the 1-9 73rd Legislature, 1993, and remains in effect as if that section 1-10 had not been passed and signed into law. 1-11 SECTION 2. Chapter 99, Acts of the 56th Legislature, Regular 1-12 Session, 1959 (Article 8280-219, Vernon's Texas Civil Statutes), is 1-13 amended by adding Section 3D to read as follows: 1-14 Sec. 3D. LOANS AND GRANTS. Under the authority granted by 1-15 Section 52-a, Article III, Texas Constitution, the district may 1-16 loan or grant money to any person for: 1-17 (1) water conservation equipment or technology for 1-18 water conservation on land used for cultivation or ranching in the 1-19 region; 1-20 (2) water conservation or development projects to 1-21 assist the growth of agriculture or economic development in the 1-22 region; or 1-23 (3) education in the region to promote innovation in 1-24 agricultural water conservation practices. 2-1 SECTION 3. The importance of this legislation and the 2-2 crowded condition of the calendars in both houses create an 2-3 emergency and an imperative public necessity that the 2-4 constitutional rule requiring bills to be read on three several 2-5 days in each house be suspended, and this rule is hereby suspended, 2-6 and that this Act take effect and be in force from and after its 2-7 passage, and it is so enacted.
