                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to daylight saving time.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 312.016, Government Code, is amended by
    1-5  adding Subsection (d) to read as follows:
    1-6        (d)  The state, acting under the exemption provisions of the
    1-7  Uniform Time Act of 1966 (15 U.S.C. Section 260a(a)), is exempt
    1-8  from the provisions of that law that establish daylight saving
    1-9  time.  The exemption provided by this subsection applies to both
   1-10  the portion of the state using central standard time as the
   1-11  official standard time and to the portion of the state using
   1-12  mountain standard time as the official standard time.
   1-13        SECTION 2.  This Act takes effect September 1, 1995.
   1-14        SECTION 3.  The importance of this legislation and the
   1-15  crowded condition of the calendars in both houses create an
   1-16  emergency and an imperative public necessity that the
   1-17  constitutional rule requiring bills to be read on three several
   1-18  days in each house be suspended, and this rule is hereby suspended.
