                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the rulemaking authority of the Texas Board of
    1-3  Chiropractic Examiners.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 4(c), Chapter 94, Acts of the 51st
    1-6  Legislature, Regular Session, 1949 (Article 4512b, Vernon's Texas
    1-7  Civil Statutes), is amended to read as follows:
    1-8        (c)  The Board shall adopt guidelines for educational
    1-9  preparation and acceptable practices for all aspects of the
   1-10  practice of chiropractic.  <The Board may not adopt a rule relating
   1-11  to the meaning of the practice of chiropractic under this Act
   1-12  except for:>
   1-13              <(1)  a rule relating to an adjustment, manipulation,
   1-14  or other procedure directly related to improving the subluxation of
   1-15  the spine or of the musculoskeletal system as it directly relates
   1-16  to improving the subluxation of the spine; or>
   1-17              <(2)  a rule that defines an unacceptable practice of
   1-18  chiropractic and provides for a penalty or sanction under this
   1-19  Act.>
   1-20        SECTION 2.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force from and after its
    2-2  passage, and it is so enacted.
