                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to employment of county residents at Texas Department of
    1-2  Criminal Justice facilities.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Chapter 493, Government Code, is amended by
    1-5  adding Section 493.0071 to read as follows:
    1-6        Sec. 493.0071.  PREFERENCE FOR LOCAL EMPLOYEES.  The
    1-7  department shall make a good faith effort to employ as facility
    1-8  staff members who reside in the county in which a facility is
    1-9  located in preference to equally qualified candidates who reside
   1-10  outside the county.  Each facility shall keep records of the
   1-11  counties in which its employees reside.  The department shall file
   1-12  a report with the legislature not later than March 1 of each
   1-13  odd-numbered year providing statistics regarding the counties in
   1-14  which the staff members of each facility reside.
   1-15        SECTION 2.  This Act takes effect September 1, 1995.
   1-16        SECTION 3.  The importance of this legislation and the
   1-17  crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended.
