                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to authorizing the issuance of tuition revenue bonds for
    1-3  Texas Southern University.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter B, Chapter 55, Education Code, is
    1-6  amended by adding Section 55.173 to read as follows:
    1-7        Sec. 55.173.  TEXAS SOUTHERN UNIVERSITY.  (a)  The board of
    1-8  regents of Texas Southern University may acquire, purchase,
    1-9  construct, renovate, enlarge, or equip property, buildings,
   1-10  facilities, and infrastructure for Texas Southern University.
   1-11        (b)  The board may issue bonds under this subchapter to
   1-12  finance the items described by Subsection (a) in an aggregate
   1-13  principal amount not to exceed $35 million.
   1-14        (c)  The board may pledge irrevocably to the payment of those
   1-15  bonds all or any part of the aggregate amount of student tuition
   1-16  charges required or authorized by law to be imposed on students
   1-17  enrolled at Texas Southern University.  The amount of a pledge made
   1-18  under this subsection may not be reduced or abrogated while the
   1-19  bonds for which the pledge is made, or bonds issued to refund those
   1-20  bonds, are outstanding.
   1-21        SECTION 2.  This Act takes effect September 1, 1995.
   1-22        SECTION 3.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
   1-24  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended.
