1-6 A BILL TO BE ENTITLED
1-7 AN ACT
1-8 relating to enrollment in courses and programs at the University of
1-9 Houston-Clear Lake and the University of Houston-Victoria.
1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11 SECTION 1. Section 111.85, Education Code, is amended to
1-12 read as follows:
1-13 Sec. 111.85. AUTHORITY OF COORDINATING BOARD. (a) The
1-14 institution may enroll students who have successfully completed 30
1-15 hours of college coursework and who are concurrently enrolled in
1-16 another public or private institution of higher education.
1-17 (b) The university is a general academic teaching
1-18 institution, and as such it is subject to the authority of the
1-19 Texas Higher Education Coordinating Board<, Texas College and
1-20 University System>.
1-21 SECTION 2. Section 111.96, Education Code, is amended to
1-22 read as follows:
1-23 Sec. 111.96. ESTABLISHMENT: SCOPE. The board of regents
1-24 shall establish an upper-level educational institution in the City
1-25 of Victoria to be known as the University of Houston-Victoria. The
1-26 institution shall be organized to offer only <provide for the
1-27 instruction of> junior, senior, and master's level programs
1-28 <students>.
1-29 SECTION 3. Section 111.98, Education Code, is amended to
1-30 read as follows:
1-31 Sec. 111.98. COURSES; ADMINISTRATION. (a) The board of
1-32 regents may prescribe courses leading to appropriate degrees and
1-33 adopt other rules necessary for the operation and management of the
1-34 institution.
1-35 (b) The institution may enroll students who have
1-36 successfully completed 30 hours of college coursework and who are
1-37 concurrently enrolled in a public or private institution of higher
1-38 education.
1-39 (c) The institution is subject to the authority of the Texas
1-40 Higher Education Coordinating Board.
1-41 SECTION 4. The importance of this legislation and the
1-42 crowded condition of the calendars in both houses create an
1-43 emergency and an imperative public necessity that the
1-44 constitutional rule requiring bills to be read on three several
1-45 days in each house be suspended, and this rule is hereby suspended.
