S.B. No. 706
                                        AN ACT
1-1 relating to the wearing of seat belts by certain vehicle operators
    1-2 and passengers.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4 SECTION 1. Subsection (h), Section 107C, Uniform Act
1-5 Regulating Traffic on Highways (Article 6701d, Vernon's Texas Civil
1-6 Statutes), is amended to read as follows:
1-7 (h) This section does not apply to persons who are:
1-8 (1) employed by the United States Postal Service while
1-9 performing duties for that federal agency which require the
1-10 operator to service postal boxes from their vehicles or which
1-11 require frequent entry into and exit from their vehicles; or
1-12 (2) engaged in the actual delivery of newspapers from
1-13 their vehicles or performing newspaper delivery duties that require
1-14 frequent entry into and exit from their vehicles.
1-15 SECTION 2. This Act takes effect September 1, 1995.
1-16 SECTION 3. The importance of this legislation and the
1-17 crowded condition of the calendars in both houses create an
1-18 emergency and an imperative public necessity that the
1-19 constitutional rule requiring bills to be read on three several
1-20 days in each house be suspended, and this rule is hereby suspended.
