                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the wearing of seat belts by certain vehicle operators
    1-3  and passengers.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 107C(h), Uniform Act Regulating Traffic
    1-6  on Highways (Article 6701d, Vernon's Texas Civil Statutes), is
    1-7  amended to read as follows:
    1-8        (h)  This section does not apply to persons who are:
    1-9              (1)  employed by the United States Postal Service while
   1-10  performing duties for that federal agency which require the
   1-11  operator to service postal boxes from their vehicles or which
   1-12  require frequent entry into and exit from their vehicles; or
   1-13              (2)  engaged in the actual delivery of newspapers from
   1-14  their vehicles or performing newspaper delivery duties that require
   1-15  frequent entry into and exit from their vehicles.
   1-16        SECTION 2.  This Act takes effect September 1, 1995.
   1-17        SECTION 3.  The importance of this legislation and the
   1-18  crowded condition of the calendars in both houses create an
   1-19  emergency and an imperative public necessity that the
   1-20  constitutional rule requiring bills to be read on three several
   1-21  days in each house be suspended, and this rule is hereby suspended.
