No. 706 1-2 (In the Senate - Filed February 22, 1995; February 23, 1995, 1-3 read first time and referred to Committee on State Affairs; 1-4 March 6, 1995, reported favorably by the following vote: Yeas 11, 1-5 Nays 0; March 6, 1995, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the wearing of seat belts by certain vehicle operators 1-9 and passengers. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Subsection (h), Section 107C, Uniform Act 1-12 Regulating Traffic on Highways (Article 6701d, Vernon's Texas Civil 1-13 Statutes), is amended to read as follows: 1-14 (h) This section does not apply to persons who are: 1-15 (1) employed by the United States Postal Service while 1-16 performing duties for that federal agency which require the 1-17 operator to service postal boxes from their vehicles or which 1-18 require frequent entry into and exit from their vehicles; or 1-19 (2) engaged in the actual delivery of newspapers from 1-20 their vehicles or performing newspaper delivery duties that require 1-21 frequent entry into and exit from their vehicles. 1-22 SECTION 2. This Act takes effect September 1, 1995. 1-23 SECTION 3. The importance of this legislation and the 1-24 crowded condition of the calendars in both houses create an 1-25 emergency and an imperative public necessity that the 1-26 constitutional rule requiring bills to be read on three several 1-27 days in each house be suspended, and this rule is hereby suspended. 1-28 * * * * *
