S.B. No. 779 AN ACT 1-1 relating to allowing certain counties to establish a central 1-2 mailing system. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. Subchapter B, Chapter 81, Local Government Code, 1-5 is amended by adding Section 81.029 to read as follows: 1-6 Sec. 81.029. CENTRAL MAILING SYSTEM IN COUNTIES WITH 1-7 POPULATION OF MORE THAN ONE MILLION. The commissioners court of a 1-8 county with a population of more than one million may establish a 1-9 central mailing system to serve: 1-10 (1) district and county courts in the county, 1-11 including the office of the clerk of the court; 1-12 (2) offices in the county of the judicial district in 1-13 which the county is located; and 1-14 (3) offices and departments of the county. 1-15 SECTION 2. The importance of this legislation and the 1-16 crowded condition of the calendars in both houses create an 1-17 emergency and an imperative public necessity that the 1-18 constitutional rule requiring bills to be read on three several 1-19 days in each house be suspended, and this rule is hereby suspended, 1-20 and that this Act take effect and be in force from and after its 1-21 passage, and it is so enacted.
