    1-6                         A BILL TO BE ENTITLED
    1-7                                AN ACT
    1-8  relating to certain contracts of the Trinity River Authority.
    1-9        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-10        SECTION 1.  Section 13, Chapter 518, Acts of the 54th
   1-11  Legislature, 1955 (Article 8280-188, Vernon's Texas Civil
   1-12  Statutes), is amended to read as follows:
   1-13        Sec. 13.  Any construction contract or contract for the
   1-14  purchase of material, equipment or supplies is subject to the
   1-15  requirements of general law <requiring an expenditure of more than
   1-16  Five Thousand Dollars ($5,000) shall be made to the lowest and best
   1-17  bidder after publication of a notice to bidders once each week for
   1-18  two (2) weeks before awarding the contract.  Such notice shall be
   1-19  sufficient if it states the time and place when and where the bids
   1-20  will be opened, the general nature of the work to be done, or the
   1-21  material, equipment or supplies to be purchased, and states where
   1-22  and the terms upon which copies of the plans and specifications may
   1-23  be obtained.  The publication shall be in a newspaper or other
   1-24  publication designated by the Board of Directors>.
   1-25        SECTION 2.  The change in law made by this Act applies only
   1-26  to a contract executed on or after the effective date of this Act.
   1-27        SECTION 3.  This Act takes effect September 1, 1995.
   1-28        SECTION 4.  The importance of this legislation and the
   1-29  crowded condition of the calendars in both houses create an
   1-30  emergency and an imperative public necessity that the
   1-31  constitutional rule requiring bills to be read on three several
   1-32  days in each house be suspended, and this rule is hereby suspended.
