    1-6                         A BILL TO BE ENTITLED
    1-7                                AN ACT
    1-8  relating to the use of the advance interest trust fund by the Texas
    1-9  Employment Commission.
   1-10        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-11        SECTION 1.  Section 203.102, Labor Code, is amended by adding
   1-12  Subsection (c) to read as follows:
   1-13        (c)  Subject to legislative appropriation, the commission may
   1-14  use money in the advance interest trust fund, including any
   1-15  interest earnings scheduled to be transferred under Section
   1-16  203.103, for the administration of Chapters 51, 61, and 62.
   1-17        SECTION 2.  This Act takes effect September 1, 1995.
   1-18        SECTION 3.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended.
