                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the removal, disposal, and abatement of hazardous
    1-3  wastes at certain campuses of the Texas State Technical College
    1-4  System and the recovery of the costs of removal, disposal, and
    1-5  abatement.
    1-6        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-7        SECTION 1.  (a)  The board of regents of the Texas State
    1-8  Technical College System shall contract for the removal, disposal,
    1-9  and abatement of hazardous wastes, including asbestos, lead, and
   1-10  other toxic substances, at the campuses of the system located in
   1-11  the cities of Waco in McLennan County, Amarillo in Potter County,
   1-12  and Sweetwater in Nolan County.
   1-13        (b)  On the completion of the removal, disposal, and
   1-14  abatement, the board of regents of the Texas State Technical
   1-15  College System shall notify the attorney general of the costs
   1-16  incurred by the system for the removal, disposal, and abatement.
   1-17        (c)  The attorney general shall bring suit against the United
   1-18  States to recover the costs incurred by the Texas State Technical
   1-19  College System for the removal, disposal, and abatement.
   1-20        SECTION 2.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force from and after its
    2-2  passage, and it is so enacted.
