                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to restricting the sale of state-owned longhorn cattle on
    1-3  state natural areas.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter A, Chapter 13, Parks and Wildlife
    1-6  Code, is amended by adding Section 13.021 to read as follows:
    1-7        Sec. 13.021.  RESTRICTION ON SELLING LONGHORN CATTLE ON
    1-8  NATURAL AREAS.  (a)  The department may not reduce the size of a
    1-9  herd of longhorn cattle by selling longhorn cattle owned by the
   1-10  state and located in a state natural area unless the cattle remain
   1-11  in the state natural area after the sale.
   1-12        (b)  This section does not prohibit the sale of longhorn
   1-13  calves and heifers if the number of breeding stock is not reduced
   1-14  or from the sale of cattle for the purpose of the replacement of
   1-15  breeding stock as necessary to maintain the size of the herd or to
   1-16  prevent inbreeding.
   1-17        (c)  "Natural area" has the meaning assigned by Section
   1-18  24.001.
   1-19        SECTION 2.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended.
