                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to noise abatement requirements of certain municipal
    1-3  airports.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 16A(c), Municipal Airports Act (Article
    1-6  46d-16A, Vernon's Texas Civil Statutes), is amended to read as
    1-7  follows:
    1-8        (c)  Noise Abatement Requirements.  The governing body of an
    1-9  incorporated city, town, or village that owns a municipal airport
   1-10  to which this section applies shall:
   1-11              (1)  not later than March 31, 1990, comply with the
   1-12  applicable provisions of the Aviation Safety and Noise Abatement
   1-13  Act of 1979 (49 U.S.C. Sec. 2101 et seq.);
   1-14              (2)  not later than December 31, 1991, provide adequate
   1-15  soundproofing and noise reduction devices for all public buildings
   1-16  within the 65 or higher average day-night sound level contour as
   1-17  determined by the governing body of the city, town, or village in
   1-18  accordance with applicable Federal Aviation Administration Advisory
   1-19  Circulars; or
   1-20              (3)  not later than March 31, 1990, an incorporated
   1-21  city, town, or village affected by this Act shall award a contract
   1-22  for land acquisition services for the purchase of real property
   1-23  required for the site of a replacement airport and complete a
   1-24  master plan for the replacement airport and, not later than
    2-1  December 31, 1997 <1996>, provide the replacement airport.
    2-2        SECTION 2.  The importance of this legislation and the
    2-3  crowded condition of the calendars in both houses create an
    2-4  emergency and an imperative public necessity that the
    2-5  constitutional rule requiring bills to be read on three several
    2-6  days in each house be suspended, and this rule is hereby suspended,
    2-7  and that this Act take effect and be in force from and after its
    2-8  passage, and it is so enacted.
