1-7 Amend S.B. No. 956, SECTION 1 (page 1, lines 5-7; committee
1-8 printing page 1, lines 17-19) to read as follows:
1-9 "SECTION 1. CONVEYANCE REQUIRED. The General Land Office
1-10 may convey, on behalf of the state, the state's interest in the
1-11 real property described by Section 2 of this Act."
1-12 A BILL TO BE ENTITLED
1-13 AN ACT
1-14 relating to the conveyance of certain state-owned real property in
1-15 Bexar County.
1-16 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-17 SECTION 1. CONVEYANCE REQUIRED. The General Land Office
1-18 shall convey, on behalf of the state, the state's interest in the
1-19 real property described by Section 2 of this Act.
1-20 SECTION 2. PROPERTY DESCRIPTION. The real property subject
1-21 to this Act is:
1-22 (1) Tract One: Lot 10, Block 2, New City Block 589,
1-23 City of San Antonio, Bexar County, Texas; and
1-24 (2) Tract Two: the North 45 feet of the South 95 feet
1-25 of Lots 11 and 12, Block 2, New City Block 589, City of San
1-26 Antonio, Bexar County, Texas.
1-27 SECTION 3. TERMS AND CONDITIONS OF SALE. (a) The General
1-28 Land Office shall convey the real property described by Section 2
1-29 of this Act in the manner prescribed by Section 31.158, Natural
1-30 Resources Code. The real property may be sold in whole or in part.
1-31 (b) An owner of land with a boundary common to a tract
1-32 described by Section 2 of this Act has, with respect to the tract
1-33 to which the owner's property adjoins, a preference right to
1-34 purchase the tract before it is made available for sale to another
1-35 person. Each person entitled to a preference under this subsection
1-36 has an equal preference.
1-37 (c) A person entitled to a preference under Subsection (b)
1-38 of this section may not purchase the tract for less than the
1-39 tract's market value, as determined by an appraiser employed by the
1-40 General Land Office.
1-41 SECTION 4. EMERGENCY. The importance of this legislation
1-42 and the crowded condition of the calendars in both houses create an
1-43 emergency and an imperative public necessity that the
1-44 constitutional rule requiring bills to be read on three several
1-45 days in each house be suspended, and this rule is hereby suspended,
1-46 and that this Act take effect and be in force from and after its
1-47 passage, and it is so enacted.
