No. 1076 1-2 (In the Senate - Filed March 9, 1995; March 14, 1995, read 1-3 first time and referred to Committee on Natural Resources; 1-4 April 28, 1995, reported favorably by the following vote: Yeas 8, 1-5 Nays 0; April 28, 1995, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the powers of the Lower Colorado River Authority in 1-9 Lampasas County. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. The Lower Colorado River Authority Act, Chapter 1-12 7, Acts of the 43rd Legislature, 4th Called Session, 1934 (Article 1-13 8280-107, Vernon's Texas Civil Statutes), is amended by adding 1-14 Section 26 to read as follows: 1-15 Sec. 26. Notwithstanding any other provision of this Act, 1-16 the district may exercise all powers within Lampasas County that it 1-17 may otherwise exercise within the 10 counties specified in Section 1-18 1 of this Act, except that the district may not provide water or 1-19 wastewater services in the portion of Lampasas County outside the 1-20 Colorado River watershed without the consent of the Brazos River 1-21 Authority. 1-22 SECTION 2. The importance of this legislation and the 1-23 crowded condition of the calendars in both houses create an 1-24 emergency and an imperative public necessity that the 1-25 constitutional rule requiring bills to be read on three several 1-26 days in each house be suspended, and this rule is hereby suspended, 1-27 and that this Act take effect and be in force from and after its 1-28 passage, and it is so enacted. 1-29 * * * * *
