                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to injunctive proceedings by the Attorney General against
    1-2  persons engaged in the insurance business.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 15(a), Article 21.21, Insurance Code, is
    1-5  amended to read as follows:
    1-6        (a)  If the Commissioner <Attorney General> has reason to
    1-7  believe that any person in the insurance business in this state is
    1-8  engaging in, has engaged in, or is about to engage in any act or
    1-9  practice declared to be unlawful by this Article or rules or
   1-10  regulations issued under this Article or by Section 17.46 of the
   1-11  Business & Commerce Code, as amended, and that proceedings would be
   1-12  in the public interest, the Commissioner may request that the
   1-13  Attorney General <may> bring an action in the name of the state
   1-14  against the person to restrain by temporary or permanent injunction
   1-15  the use of such method, act, or practice.
   1-16        SECTION 2.  The importance of this legislation and the
   1-17  crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended,
   1-21  and that this Act take effect and be in force from and after its
   1-22  passage, and it is so enacted.
