                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to establishing Prairie View A&M University School of
    1-3  Medicine.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Chapter 87, Education Code, is amended by adding
    1-6  Subchapter G to read as follows:
    1-7     SUBCHAPTER G.  PRAIRIE VIEW A&M UNIVERSITY SCHOOL OF MEDICINE
    1-8        Sec. 87.551.  COMPONENT INSTITUTION.  (a)  The board of
    1-9  regents of The Texas A&M University System shall establish and
   1-10  maintain a school of medicine as a component institution of The
   1-11  Texas A&M University System to be known as Prairie View A&M
   1-12  University School of Medicine.
   1-13        (b)  The location of the school must be in Waller County at a
   1-14  site that is accessible to and in reasonable proximity to Prairie
   1-15  View A&M University.
   1-16        Sec. 87.552.  COURSES AND DEGREES; RULES.  The board of
   1-17  regents may prescribe courses leading to customary degrees and may
   1-18  make rules for the operation, control, and management of the
   1-19  medical school as may be necessary for its conduct as a medical
   1-20  school of the first class.
   1-21        Sec. 87.553.  GIFTS AND GRANTS.  The board of regents may
   1-22  accept and administer gifts and grants from any public or private
   1-23  person or entity for the use and benefit of the medical school.
   1-24        Sec. 87.554.  AFFILIATION AGREEMENTS; JOINT APPOINTMENTS.
    2-1  (a)  The board of regents may execute and carry out with any entity
    2-2  or institution affiliation or coordinating agreements that are
    2-3  reasonably necessary or desirable for the conduct and operation of
    2-4  a medical school of the first class.
    2-5        (b)  The board of regents may make joint appointments in the
    2-6  medical school and other institutions under the board's governance.
    2-7  The salary of a person who receives a joint appointment shall be
    2-8  apportioned to the appointing institutions on the basis of services
    2-9  rendered.
   2-10        Sec. 87.555.  FACILITIES.  The board of regents shall provide
   2-11  adequate physical facilities for use by the medical school in its
   2-12  teaching and research programs.
   2-13        Sec. 87.556.  TEACHING HOSPITAL.  A teaching hospital
   2-14  considered suitable by the board of regents may be provided by a
   2-15  public or private entity.  The hospital may not be maintained with
   2-16  state funds.
   2-17        SECTION 2.  (a)  Not later than January 1, 1996, the Board of
   2-18  Regents of The Texas A&M University System shall take the steps
   2-19  necessary to establish the medical school required by Subchapter G,
   2-20  Chapter 87, Education Code, as added by this Act.
   2-21        (b)  The board shall begin admitting students to the medical
   2-22  school not later than the fall semester of 1997.
   2-23        SECTION 3.  The importance of this legislation and the
   2-24  crowded condition of the calendars in both houses create an
   2-25  emergency and an imperative public necessity that the
   2-26  constitutional rule requiring bills to be read on three several
   2-27  days in each house be suspended, and this rule is hereby suspended.
