                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to authorizing the General Services Commission to purchase
    1-2  certain real property on behalf of the state.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  The General Services Commission may purchase, on
    1-5  behalf of the state, the property described by Section 2 of this
    1-6  Act for a purchase price not to exceed $2 million.
    1-7        SECTION 2.  The real property subject to this Act is:
    1-8        ALL THAT CERTAIN PARCEL OR TRACT OF LAND BEING ALL OF
    1-9        LOTS 1, 2, 3, 4 AND 5, OUTLOT 41, DIVISION "E" OF THE
   1-10        GOVERNMENT OUTLOTS OF THE CITY OF AUSTIN, TRAVIS
   1-11        COUNTY, TEXAS, ACCORDING TO THE MAP OR PLAT RECORDED IN
   1-12        THE GENERAL LAND OFFICE OF THE STATE OF TEXAS; SAID
   1-13        LOTS 1, 2, 3, 4 AND 5 BEING CONVEYED TO THE FEDERAL
   1-14        DEPOSIT INSURANCE CORPORATION BY SUBSTITUTE TRUSTEE'S
   1-15        DEED RECORDED IN VOLUME 11579, PAGE 111 OF THE REAL
   1-16        PROPERTY RECORDS OF TRAVIS COUNTY, TEXAS; AND BEING
   1-17        MORE PARTICULARLY DESCRIBED BY METES AND BOUNDS AS
   1-18        FOLLOWS:
   1-19        BEGINNING at a 1/2" iron rod found at the intersection of the
   1-20  north right-of-way line of West 17th Street and the west
   1-21  right-of-way line of Colorado Street for the southeast corner and
   1-22  POINT OF BEGINNING of the herein described tract;
   1-23        THENCE, with the north right-of-way line of West 17th Street,
   1-24  the following two (2) courses:
    2-1              (1)  N7037'29"W a distance of 46.01 feet to a 5/8"
    2-2  iron rod found in asphalt at the southwest corner of the above
    2-3  described Lot 5; and
    2-4              (2)  N7039'23"W, pass a punch hole inside an "X" cut
    2-5  at edge of concrete sidewalk at 46.00 feet, and continuing on for a
    2-6  total distance of 230.01 feet to an "X" found on the concrete base
    2-7  of a metal sign at the intersection with the east right-of-way line
    2-8  of Lavaca Street for the southwest corner of this tract;
    2-9        THENCE, with the east right-of-way line of Lavaca Street,
   2-10  N1901'09"E a distance of 127.98 feet to a 1/2" iron rod found in
   2-11  asphalt at the intersection with the south right-of-way line of a
   2-12  twenty (20)-foot alley for the northwest corner of this tract;
   2-13        THENCE, with the south right-of-way line of said twenty
   2-14  (20)-foot alley, the following three (3) courses:
   2-15              (1)  S7047'50"E a distance of 183.99 feet to a 1/2"
   2-16  iron rod found in asphalt at the northwest corner of the above
   2-17  described Lot 4;
   2-18              (2)  S7040'47"E a distance of 46.07 feet to a 1/2"
   2-19  iron rod found in asphalt at the northwest corner of said Lot 5;
   2-20  and
   2-21              (3)  S7010'49"E a distance of 45.96 feet to a hilty
   2-22  nail found in asphalt at the intersection with the west
   2-23  right-of-way line of Colorado Street for the northeast corner of
   2-24  this tract;
   2-25        THENCE, with the west right-of-way line of Colorado Street,
   2-26  S1901'00"W a distance of 128.10 feet to the POINT OF BEGINNING,
   2-27  and containing 0.813 acre (35,402 square feet) of land, more or
    3-1  less.
    3-2        SECTION 3.  The importance of this legislation and the
    3-3  crowded condition of the calendars in both houses create an
    3-4  emergency and an imperative public necessity that the
    3-5  constitutional rule requiring bills to be read on three several
    3-6  days in each house be suspended, and this rule is hereby suspended,
    3-7  and that this Act take effect and be in force from and after its
    3-8  passage, and it is so enacted.
