    1-6                         A BILL TO BE ENTITLED
    1-7                                AN ACT
    1-8  relating to the designation of a portion of certain highways in
    1-9  Dallas County as the S. M. Wright Freeway.
   1-10        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-11        SECTION 1.  The portions of United States Highway 175 in
   1-12  Dallas County between Interstate Highway 45 and State Highway 310
   1-13  and State Highway 310 between United States Highway 175 and State
   1-14  Loop 12 are designated as the S. M. Wright Freeway in recognition
   1-15  of that individual's outstanding spiritual and civic contributions
   1-16  to the City of Dallas and the State of Texas.  The designation is
   1-17  in addition to any other designation.
   1-18        SECTION 2.  (a)  The Texas Department of Transportation shall
   1-19  design and construct memorial markers to be placed along United
   1-20  States Highway 175 and State Highway 310 indicating their
   1-21  designation as the S. M. Wright Freeway.
   1-22        (b)  The markers shall include the highway number and any
   1-23  other information that the department determines is appropriate.
   1-24        (c)  Markers shall be erected at each end of the highway and
   1-25  at intermediate sites that the department determines are
   1-26  appropriate.
   1-27        (d)  The department is responsible for repair and replacement
   1-28  of the markers and for maintenance of the grounds surrounding each
   1-29  marker.
   1-30        (e)  The department may accept grants and donations from
   1-31  individuals and other entities to assist in financing the
   1-32  construction and maintenance of the markers.
   1-33        SECTION 3.  The importance of this legislation and the
   1-34  crowded condition of the calendars in both houses create an
   1-35  emergency and an imperative public necessity that the
   1-36  constitutional rule requiring bills to be read on three several
   1-37  days in each house be suspended, and this rule is hereby suspended,
   1-38  and that this Act take effect and be in force from and after its
   1-39  passage, and it is so enacted.
