                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to proper venue for actions involving state land.
    1-2        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-3        SECTION 1.  Subchapter E, Chapter 31, Natural Resources Code,
    1-4  is amended by adding Section 31.1581, to read as follows:
    1-5        Sec. 31.1581.  VENUE.  The venue for all actions by or
    1-6  against the state involving a real estate transaction, as defined
    1-7  under the provisions of this chapter, shall be in Travis County.
    1-8  Chapter 15, Civil Practice and Remedies Code, shall not apply to
    1-9  actions involving real estate transactions under this chapter.
   1-10        SECTION 2.  Subchapter B, Chapter 32, Natural Resources Code,
   1-11  is amended by adding Section 32.027, to read as follows:
   1-12        Sec. 32.027.  VENUE.  All actions by or against the state
   1-13  under the provisions of this chapter or for violation of provisions
   1-14  of this chapter involving a real estate transaction, as defined in
   1-15  Chapter 31, Section 31.151(3) of this code, shall be in Travis
   1-16  County.  Chapter 15, Civil Practice and Remedies Code, shall not
   1-17  apply to actions involving real estate transactions under this
   1-18  chapter.
   1-19        SECTION 3.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force from and after its
    2-2  passage, and it is so enacted.
